Public welfare position as a way to solve the employment difficulties plays a positive role, but at the same time, in recent years, with the development of society,it has generated a lot of problems.Labor and social security assistant is a kind of public welfare position, mainly responsible for the basic social security business for people in the community, which is the bridge between the people and the social security institute. Employment and social security is a major issue beneficial to the people’s livelihood, so good management, motivation is very important. So the author regards the labor and social security assistant as the research object, to study its problems on incentive, and put forward the improvement measurements.Based on the incentive theorys and related literatures, through surveying labor and social security assistants in A community of the Beijing about incentive related satisfaction questions, finds the work itself, compensation and benefits, training and development, work reputation are in unsatisfactory state. Then, with the interviewing results, author finds the reasons of these problems are lack of incentive performance appraisal management, to much works, low compensation level, easy training, limited occupation development, mistake on the assistant work and so on.Finally, we can do somethings to improve the effective of incentive, such as clearing job responsibilities, designing reasonable remuneration, developping effective performance incentive scheme, enriching the training system, expanding the occupation development space, enhanceing the work sense of honor and so on.
