On the basis of the analysis of the effect and present state of agricultural management system after China entering WTO, the characteristics of reform theory, pattern tendency and agricultural management system are importantly researched. The main barriers tactics, basis ideas and suggestions of the agricultural management system are studied by question air as well as typical survey through selecting typical cases from developed coastal, middle and western areas. The important conclusions are as follows:According to the rigid principle in the agricultural regulation of WTO and the general management requirement and the analysis of the basic task of the government management, the basic direction towards the reform of agricultural management system is taken out: the devotion to marketing economic way of management and transparency of foreign economic policy and public issues should be applied by governments. To manage state affairs, governments should emphasize on legislation and the realization of the administrative outline of small governments and big society.The construction of the outline of agricultural administration is based on the elements such as administrative environment, administrative body, the process of administration and the system of agricultural administration is divided into three types — tradition modern and transition. Taking examples as American and Japanese agriculture to analysize the characteristics of the modern agricultural administration system and using the international experience for reference, we put forward 8 points for the change of China's agricultural management system to modernization: (1). to strengthen the support for agriculture and adjustment of the policy protection for agriculture. (2). to set up the concept of broad agriculture. (3). to improve the agriculture productivity and strengthen public social service. (4). the change of the government's concept from the direct management to indirect management. (5). to perfect the agriculturally legal legislation. (6). to make out and improve the standards in the process of agricultural production. (7). to make the system of the policy decision transparent. (8). to improve the efficiency of agricultural administration.The opinions and suggestion towards present management system from basic agricultural management offices and people about the knowledge of WTO, the structure of governmental organizations; management functions, the ability of decision and management mechanism show that people who know and are familiar with the knowledge of WTO are between 53.5% and 67.1%.
