Tourism resource which belongs to natural resource and historic factor among factors on which regional economic development is based has the common characteristic of resource. But it also different from other resources, that is the attraction to the tourists. Tourism resource exploitation is the technologic economy process of building up tourism resource into tourism attraction to realize the purpose of tourism by proper method. Reasonable exploitation of tourism resource can promote the economic development of tourism destination, supply opportunities to get a job, push forward the development of relative industry, fasten the building of infra-structure, protect the environment of resource, play active role in producing economic, environmental and social effect to the development of regional area. The Tenth Five-year Plan for National Economic and Social Development stresses that more emphases should be put on tourism development and tourism resource should be exploited reasonably and protectively.With characteristics of expenditure and leisure, the nature of tourism is happiness and appreciation of the beauty. As the productivity grows, the economy and society gets more advanced and developed. At the mean time, consumption on tourism becomes more exuberant. International experience indicates that when a country's personal average GDP reaches 500-800 dollars per year, requirement for tourism will explode. The per capita GDP has exceeded 1000 dollars in our country, so mass expenditure period of tourism is coming.
