The Studies On The Guarantee Of Opening Style Of The Mineral Resources In China

To guarantee the opening-style mineral resources is the focus which the society pays close attention to all the time. This dissertation is to analyze and discuss the opening-style mineral resources from the perspective of theory, policy as well as the practice in China.First of all, this dissertation makes an analysis of China's current situation of the mineral resources and a research on surmounting coefficient to mineral products development and utilization and China's bearing force of mineral resources for the purpose of analyzing and predicting the supply situation of the mineral resources in China; After analyzing and predicting China's demand for mineral resources, this paper puts forward a brand-new prediction of mineral resource demand, i.e. a prediction of China's future consumption of important mineral resources through the mode parameters of economic growth and consumption demand for mineral resources. The result shows: many mineral resources, esp. those staple/pillar mineral resources, are in shortage extremely. They can't meet the demand of China's present social and economic development, let alone satisfy the increasingly vigorous demand for the mineral resources required by China's future social and economic development. Thus this dissertation suggests to address the issue through guaranteeing the opening-style mineral resources.This dissertation focuses on a research of the following three respects. Firstly, through probing into the interaction between economic globalization and globalization of mineral resources distribution, this paper analyzes the issue of guaranteeing the opening-style mineral resources under the background of globalization of mineral resources distribution, points out several mistakes easy to be made in guaranteeing the opening-style mineral resources, and presents several relations that should be handled well in implementing the policy of guaranteeing the opening-style mineral resources.Secondly, this paper makes an analysis of China's soft environment of introducing foreign investment in mineral resources, such as Laws and Regulations on Mining, Taxation of Mining, Financing in Mining, Examination and Approval System of Mining.
