Since the development of mineral resources, the special role of the national economy as well as its non-renewable, exhaustible characteristics, which make the owner of mineral resources, countries have adopted different forms of paid use of mineral resources to protect their property rights, namely mineral resource users to pay various taxes and fees. The exploitation of mineral resources, China's economy sustained, rapid, coordinated and healthy development provides an important safeguard.Therefore, to explore ways to establish a market economy, consistent with sustainable development system of paid use of mineral resources has important theoretical and practical significance: on the one hand, through the system of paid use of mineral resources of rich mineral resources paid use our theory, theory further rationalize the state, collectives, enterprises, personal interests, to protect the market economy the interests of national ownership and investment and development of mineral resources to achieve those interests, improve the theory of sustainable development of mineral resources; the other hand, by system of paid use of mineral resources, the reform will directly adjust the interests of all parties to promote mining development and competitiveness, improving efficiency in the use of mineral resources, improve people's living standards.In this paper, a comparative analysis, systems analysis, documentation and access to law, on the foreign system of paid use of mineral resources to conduct a comprehensive awareness and research. At the same time, understand the current development and utilization of mineral resources and mineral resources paid use of the current situation of the implementation of tax reform, the need for mineral resources and feasibility of specific reform proposals.And the system of paid use of mineral resources directly related to the theory of principal value theory, property rights theory and the theory of distribution, and land rent that is precisely embodies the essence of the three theories.
