The 21st century has become the era of knowledge economy. In the knowledge economy-based society, knowledge enterprises are the important carriers of the kn- owledge economy and knowledge workers are the core resource of the knowledge enterprises. How to assign the tasks to the knowledge workers and how to arrange them directly determine whether customer demand, staff individuality and enterprise benefits can be adjusted and satisfied, determine the application of knowledge res- ources, and determine the competency and the value of knowledge enterprises. With the rapid changes of environment and the highly individualized and diverse require- ments of knowledge service, a practical problem that the knowledge enterprises have to solve is: how can knowledge enterprises scientifically assign employees tasks and arrange them to satisfy the customer need with high quality, high efficiency and low cost and meanwhile to maximize the enterprise benefits? The goal of this dissertation is to address this question.In this dissertation, I investigated the knowledge worker task assignment and arrangement by the combinations of theory and practice, qualitativity and quantitati- vity, system analysis and coordination principle. This study involved comprehensive technologies such as decision-making theory, optimization technology, operation re- search, fuzzy mathematics, rough set theory, genetic algorithms, taboo search algori- thm, gene immunity algorithm, etc. Moreover, a case study was carried out to test the decision model with the simulation in the Matlab 7.0 platform. The results are of the- oretical and practical significance to direct the systematic decision of the knowledge worker task assignment and arrangement in the knowledge enterprises.The main works and results in this dissertation are summarized as follows:(1) This dissertation first reviewed the domestic and foreign studies of the staff scheduling to date, and analyzed the problems and the trend in this area. As such, a theoretical foundation was laid for this study.
