Study On Marketization Mode Of Water Resource Management In China

As China is gaining paces in its economic development, water is rapidly becoming a bottleneck in the national economy, an issue that threatens to affect China's sustainable social and economic development in 21st century. Allegedly a deficiency of resource, water shortages is in essence an institutional deficiency. The only way out of water shortages is institutional innovation. According to the hypothesis,two issues are researched in particularly in the paper,which are how institutional change of water resource management take place in macrostructure in China and in which domains and conditions water resource management mode based on market is efficient.Institutional change of water resource management is researched by the evolution game theory model. At the same time the institutional innovation of the time is resarched in the meansing of water resource management by the evolution game theory model too.The right of water resource is separable and of hierarchy. According to the characteristic of water right,the right hierarchy analysis model of water resource management system is introduced to analyze the complex problem of water resource management. According to the right hierarchy analysis model of water resource management system,water resource management mode based on market can be separated to using right management and operating right management based on market. It is researched in particularly, in which domain and condition using right management based on market is efficient. Moral risk and efficiency measure are researched in operating right management based on market too.
