Study On Infrastructure Sustainable Development And Its Cost Efficency

Ever since the government launched the Reform and Opening-up policy, our country has been in a status of high-speed development in both economy and urban construction. Nevertheless, problems have been exposed during this process, such as blindly pursuing growth while ignoring the development cost. This resulted in series of problems such as resource wasting and environment pollution. More and more urban managers and scholars are attaching importance on the following two aspects: how to realize the city's sustainable development based on lower cost as well as how to optimize the natural, economic and integrated social benefits. The urban infrastructure, on which the city's existence and development rely, is the key element in modernized urban management. It will be very significant to study the cost of sustainable development for the urban infrastructure.The urban infrastructure is a complex system. This dissertation applies system dynamics theory to build up urban infrastructure system and subsystem's systematic model. Besides, it takes Shanghai as an example to carry out model emulation. Meanwhile, this essay brings forward the philosophy of sustainable development for urban infrastructure from the systematic point of view; it also set up the philosophical model, create sustainable index system, and it adopts the Principal Component Analysis to do some pragmatic research on the sustainable development of Shanghai's infrastructure. To conclude, this essay produces out quantitative evaluation and prediction.It is impossible to identify and analyze the cost of the sustainable development of urban infrastructure by traditional cost analysis method. This essay proposes the definition and analysis of the cost of the sustainable development of urban infrastructure from the angle of relative efficiency. With the help of DEA method, the cost of sustainable development of Shanghai's urban infrastructure is analyzed in this essay.Based on quantitive research, this essay analyzes the present situation of urbaninfrastructure management from understanding, strategic making, regulation construction, and legislation construction; and proposes making integrated sustainable development strategy of urban infrastructure; enhancing its strategic status; motivating sustainable development of urban infrastructure of modern city, building the alerting system of managing sustainable development of urban infrastructure; and releasing the idea of positive control. In addition, the current work of improving legalization construction of sustainable development management of urban infrastructure is introduced in this essay.
