| The coordinated development of Beijing-Tianjin-Hebei has risen as a national strategy,and urban infrastructure is the matched material base of excellent Beijing-Tianjin-Hebei sustainable development.Perfect infrastructure can contribute to improve the social appearance and productivity.It can also be the important content of socialist modern city construction.The most important is that mismatched infrastructure for development not only can't support the economy progress,but also restrict the city's comprehensive development.So in the backdrop of Beijing-Tianjin-Hebei synergetic development,the important practical problems which Beijing-Tianjin-Hebei needs to solve are knowing the current situation level of Beijing-Tianjin-Hebei infrastructure construction,researching the existing problems,and put forward feasible countermeasures and suggestions according to the problems.Those are also the important actions to guarantee Beijing-Tianjin-Hebei synergetic development.By researching relevant literatures of native and international infrastructure,combining the theories of public products,social overhead capital,externality,natural monopoly,government regulation,optimum distribution of resources and so on,the text has defined the infrastructure both in attribute and research connotation deeply.By comparing the 13 cities' investment and construction situation of infrastructure in Beijing-Tianjin-Hebei urban agglomeration,the text analyzed the problems of Beijing-Tianjin-Hebei urban agglomeration infrastructure.It started from 4 subsystems related to infrastructure: traffic planning,water supply and sewerage,energy and power,ecological and environmental protection,selected 14 index systems,constructed infrastructure index system.It also established a comprehensive evaluation analysis model of infrastructure which used PCA to analyze the level of infrastructure construction in Beijing-Tianjin-Hebei urban agglomeration,cluster analysis to test the results of assessment.The result from the two ways reached unanimity in total,which reflects that the evaluation from the text is reliable.The comprehensive evaluation result reflected that the total current situation level of Beijing-Tianjin-Hebei infrastructure construction is dissatisfactory,the number of cities which over the average level of infrastructure is only 5: Tianjin,Beijing,Qinhuangdao,Langfang,Hengshui,only 38.46% of the city number of Beijing-Tianjin-Hebei urban agglomeration.Beijing-Tianjin-Hebei urban agglomeration can be divided into 3 groups according to the level of infrastructure construction.The text used PCA to further analyze the 4 subsystems of infrastructure and got their mark and rank,then detailed analyze the existing shortage of infrastructure in every city.Finally,the text from implementing of the improve insufficient,breaking administrative restrictions,understanding the needs of residents,establishing long effect mechanism and other sides put forward feasible countermeasures and suggestions of Beijing-Tianjin-Hebei infrastructure construction. |
