Based on the data resulted from some specific monitoring, investigation and project from the Office of the Leading Group for Western Region Development of State Council and State Administration of Forestry on the Land Conversion Program (LCP) in China, combining with the participatory approach of local farm families, statistical report and research project, a set of criteria and indicators for assessing the holistic benefits of LCP was built by consultation and statistical analysis, and the evaluation was proposed for smaller scale (village level) and larger scale (county~level) demonstrative unit. By the case studies and regional investigation on the impact of LCP, some key economic and policy issues focusing on the food supply safety were discussed in this paper.The research shows that comparing with the generic direct program benefit in Tianquan county of Sichuan province (57.98), the direct program benefit of the Zhongba village of Zigui county (64.58) is more obvious, especially for the ecological benefit, which means that the program benefit at village level is more clear then that at county level and so, the design and implementation of the LCP should give prominence to the key area.Food supply safety is a key challenge for the implementation of LCP in China, however, our research demonstrate that the general impact of LCP in western China on food supply safety is weak. The facilitations of LCP on the adjustment of rural industry structure and poverty alleviation and risk reduction were found.
