The Land Conversion Project (LCP) is an important measure taken by Chinese government in order to strengthen ecological environment construction, and large amount of fund, manpower, material resources were invested by national and local government. The problem that evaluation the benefit of LCP scientifically and reasonably is not only concerned by government and public, but also needed to research and solve at present. The paper is studied on the Land Conversion Project in Wuqi County which located in Loess Plateau in Shaanxi province; the influential factors in LCP and foreign forest benefit evaluation index were analyzed. According to the background characteristics, main problem and regional social economical condition of LCP, the benefit evaluation index system were established for benefit evaluation and value accounting, and the green GDP calculation methods on benefit assessment on LCP were explored in order to provide the theoretical and technical approach for evaluation the achievement of LCP scientifically.(1) The factor weight was determined and the main influential factor of the Land Conversion Project in Wuqi County by using analytic hierarchy process. Through the analysis, we found that the main influential factor were natural factor and project policy. Although the petroleum industry lead to the environmental pollution to some extent and caused the negative effect on LCP the financial revenue from petroleum industry was directly used in agriculture, infrastructure, employment, reduction of land press, vegetation rehabilitation in industrial land, therefore promote the development of LCP and enforced the achievement.(2) The total initialization value of LCP ecological benefit were calculated about 4.57 billion RMB from 1999 to 2004 by using the opportunity cost method, renewing cost approach, shadow engineering, and so on. Among these benefit. According to the level of social development and using Pearl growth curve model to count the public willingness parameter of LCP ecological benefit about 0.3 in Wuqi County .the LCP ecological benefit were adjusted according to the Local public willingness parameter about 1.37 billion RMB ,of which the value on conservation of water resources amount to 17percent, 0.24 billion RMB, the land resources protected make up 37 percent , 0.51 billion RMB, the value on manufacturing oxygen and fixing carbolic for 22 percent, 0.3 billion RMB, the value on purificatory environment take up 8 percent, 0.11 billion RMB, the value on microclimate improvement covers 1 percent ,0.009 billion RMB, the value on biological diversity protection make up 15 percent, 0.2 billion RMB, and the total initialization value of LCP can reach to 11.0 billion RMB by estimation in 2007 ,accorting to the Local public willingness parameter about 3.29billion RMB in 2007. (3) The potential value of wood and pasture value for the 6 year's LCP in Wuqi County were calculated about 0.3 billion and 0.63 billion RMB by applying the Cost Method and market valuation method. The total investment on LCP is 1.31 billion RMB and the total value of benefit is 2.29 billion RMB, so the net benefit value is 0.16 billion RMB annually.(4) The indirect economic effect and social effect of LCP were assessed by integrated typical survey and macroscopic analysis. The LCP plays an important role in improving the adjustment of rural industrial ftamework, developing the local economy, increasing the farmer's income and promoting the new village development.(5) The value that the forest and pasture consumed on water resources from 2002 to 2004 are 0.07, 0.08, 0.09 billion RMB by applying the opportunity cost method. The green GDP of the LCP in Wuqi County is 0.85 billion, 0.96 billion and 1.2 billion respectively from 2002-2004 after deduction the investment cost of the project and ecological cost on the water resource that consumed by forest and pasture, therefore reached 43%,42%,31% increase on GDP of that year.
