Studies On The Distribution And Optimizing Allocation Of R&D Resources In Industry Enterprises In China

The technical innovation of the industry enterprise is most important part of the core competition of the whole country industry economy. The level of the progress of the technical innovation mostly depends on the capacity of R&D department in the enterprises. And R&D is always a research hotspot in economic and managerial fields. Now, researches on R&D mainly focus on the following: the contribution to the economic growth, the internationalization, the evaluation of projects, micro- or macro-level prompting problems, spillovers and the cooperation, the optimization allocation of R&D resources that is researched less than others.China is a developing country and is a country that lack of funds and capacity on R&D. With the developing macro-circumstances of the global economic incorporating and China joining in WTO, it's most important to know how to use the resource of R&D fully and effectively to improve R&D capacity and self-innovation ability of China. In fact, it's been a very important and urgent problem in the development of economy and S&T of China.In this paper, the content consisting of four parts is unwrapped to encircle the optimizing allocation problem of R&D resource of industry enterprises in China.The first part is the research basis and start of the whole paper.First, the background of the technology and the economy of R&D activities in firms is summarily introduced and analyzed from the following aspects: knowledge economy, sustainable development, the effect of technology and science to the growth of economy, the globalizational technical innovation of enterprises. So we know that R&D of enterprises is the necessary request to develop the economy of China quickly and stably. Second, the production and deficiency of domestic and overseas researches on the R&D are presented systematically, so is the status quo of the statistical work on R&D. Finally, the research frame, the main content and main innovations, research methods, technological path and research sense are addressed.The second part is the distributing analysis on R&D resources of enterprises in China.Firstly, from two aspects of both input and output of R&D activities, the developing actuality of R&D in China is analyzed, then the distributing state of R&D resources of industry enterprises in China on industries and regions is analyzed separately. It is discovered from results that comparative difference of R&D resources of industry enterprises is big, no matter in regions or in industries. Secondly, the difference of the distribution of R&D resources in regions is analyzed emphatically by using manifold methods. For one thing, the result from the variation coefficient analysis shows that the difference of the distribution of R&D resources in regions in China has a minishing tendency in 1998～2003, while that of east zone, middle zone and west zone has an increasing tendency in the same period. For other thing, the result from the Gini-coefficient analysis shows that it is relatively concentrated in some provinces and the localization of R&D resources stands out comparatively, which mainly arises from the difference of the R&D outlay resources that gives more than 30%...
