This article is used for optimization problem of collaborative innovation mechanism. Based on a lot of preliminary research and tracking frontier theories and methods of science and technology resources at home and abroad, it analysis the present situation of science and technology resources allocation and collaborative innovation and problems existing in management of the Hebei Province. By using some views of systems engineering, project network collaborative governance and stakeholder, this paper explains the influencing factors in detail in order to build a scientific and technological resources optimization management variables, and transformes these into scientifically quantify indicators. In the end, through the method of BP neural network, optimization models is built through large amounts of data.The results showed that the implementation of the registration system in the field of applied research projects to generate mechanisms, to stimulate interest in innovation and dedication as the core, the establishment of region shared device configuration mode, the implementation of the joint-stock form of funding, the establishment of independent innovation incentives spontaneous free will is the best mode Technology resource configuration management. In the field of scientific research projects and public welfare projects, respectively, we should implement the bidding system registration system and the formation mechanism of the project, by establishing the market as the main universities and research companion mode, and the driving force of innovation through policy incentives, the spontaneous formation of a team of independent innovation and people, the establishment of regional shared device configuration mode, the implementation of the funding the rear end of the front-end cost of subsidy incentives, the establishment of independent innovation incentives spontaneous freedom would be the best mode of scientific and technological resources management.According to results of the optimal combination model, it build up a science and technology resource allocation optimization management model. This article explores an effective decision support and monitoring tool for planning and management of science and technology resources in Beijing-Tianjin-Hebei.
