Since the 50s and 60s of 20 century, Man has been faced with five major challenge problems of population, grain ecology, resource and environment. And these problems are great reflected on agriculture system. There are many ways to show that world population growth is a main factor in nearly all world problems. The amount of population growth has led to famine in areas where food production cannot keep pace with increasing numbers of people .The sharp increase of population has brought on so great deal of demand of grain and other production that farmers overuse farming chemicals, chemical fertilizers and over-farm wasteland, chop forests and so on.They have enabled environment degradation, for example,Water pollution by human and industrial waste,air pollution by industrial applications, soil erosion and pollution by chemicals matter,extinction of some species and foods poison and oil spill caused by people converting natural ecosystems to manage agriculture systems, and destructive effects of exploitation of natural resources. Naturally all have widely attracted the world's attention, which is prominent problem in the world. Scientists and scholars both at home and at abroad deeply studied it in ecology and economics and science and technology circles. They make the study as a new subject of sustainable development in agricultural eco-economy system.From the UN conference in 1972 on the Human environment in Stockholm to the UN conference in 1992 on environment and development in Rio De Janeiro, the human has initiated the sustainable development movement with the main objective of preserving the precious resource and environmental base for human existing and development in the world. The UNCED has proposed the Global Agenda 21st century for global action of sustainable development. This is also called"global work-plan"of human, As the largest developing country, China issued officially the white book-the China's Agenda 21st century in 1994.It suggests that China must choose the road of sustainable development through integrating economic, social, population, resource and environmental consideration in the decision–making of socioeconomic development and puts forward the action scheme of implementing sustainable development strategy in...
