As the pillar industry in Chinese national economy, real estate business, especially for dwelling house market, develops sustainable with satisfactory result; which enjoy the prominent meaning to the society. Shanghai, to be the leader in the process of Chinese opening and reforming is the point of growth in Chinese economy; its real estate has achieved favorite result since the market adopted the opening and reforming policy. The real estate system becomes sound on a daily basis and the real estate market grows robustly; while on the other hand, there exists many limiting factors in Shanghai real estate market development; for instance, the structure of supplying and demanding is unbalanced, the ratio of vacant commercial housing gets its growth, particularly having no control to market price and structure after the recent national macro economic control and etc.Here, the author giving the priority to the dwelling housing in Shanghai, try to make a research on real estate market change and its sustainable development in Shanghai. The paper taking the theory of changing system and economical cycle as its background; analyzing the course and the development tendency of Shanghai real estate market in general with empirical study to its policy change; creative findings are as follows:1. Constructing and perfecting the systematic framework of Shanghai dwelling housing market policy and mainly on the market; nailing down its purposes and emphases; winning initiative for long development to real estate market.2. Perfecting the supplying and demanding system of dwelling housing in Shanghai; land repertory policy system; fiscal and monetary system, in this way, the contradiction between supplying and demanding in Shanghai can be remitted and bubble real estate can be avoided.3. Establishing the housing support system in Shanghai; perfecting the construction of middle or low price houses, the sales policy in order to put the development of the society in harmonious track.4. Raising the countermeasure of perfecting dwelling and real estate market planning and management in Shanghai; which is meaningful to the supplying structure and constructing management.Main researching structure of the paper is as follow:Chapterl introduction, including the presentation of problem; development of theory; research trend; perspective; goal; method; relative definition and structure of the paper. The main purpose of the introduction is to introduce the meaning of problem study, structure and creative findings in the paper.Chapter2 Relative summary of theory and document (theory part), through theories like the changing of North system, the author analyzing the instruction and deep influence on real estate market that caused by the changing of Chinese economic system, at the same time, seeing about the interactive relationship between real estate market development and economic development, real estate market development and city planning & managing.Chapter3 Real estate market policy system fabric (policy fabric part) Concretizing the abstract system changing to be the framework of real estate policy; representing the instruction function of the system changing theory.Chapter4 The developing course of real estate marketing Shanghai; Chapter 5 empirical study of real estate policy changing in Shanghai; Chapter 6 analysis of experience both here and abroad; these three chapters above are empirical part. From the specific empirical analysis and the policy changing perspective through comparative study of similar city, making Shanghai real estate policy, dwelling housing in particular; laying solid practical foundation for its sustainable development.Chapter7 Countermeasure and consideration for sustainable development of real estate market in Shanghai (countermeasure part). The author constructing the policy system of development between Shanghai real estate market and dwelling housing market, further presenting supplying and demanding system of dwelling housing market in Shanghai; land repertory system; fiscal and monetary policy and concrete countermeasure, suggestion for housing support system. As the universality, regional feature and particularity are concerned, the paper constructs the policy framework of dwelling market development, having strong pertinence and instructiveness for local government to make policy and to develop real estate as well. Other similar cities both home and abroad can use these for reference at the same time.
