The governments of all over the world are focusing on housing problem. Housing problem is very important in people livelihood. With the marketing economic development, the income and living quality of our country inhabitants is improved. The inhabitants have the currency payment in dwelling house market. But the income difference among inhabitants is becoming sharp-pointed. In recent years, the price of housing is increasing rapidly. The middle-low income inhabitants are along the edge of housing market. With the housing institution monetary reform, our government has established housing security policy in order to resolve the middle-low income inhabitants ' housing problem which drew on the experience of developed countries. The housing security policy includes Economic-Suit Public Housing Policy (ESPHP) and housing public fund policy. The enforcement of housing security policy resolved the housing problem of The Middle-Low Income Inhabitants (TMLII) to some degree. The public housing policy carries chiefly monetary subsidy. It has the definite security objective. The public policy mainly resolves the lowest inhabitant housing problem. The enforcement of public housing policy has high efficiency. On the other hand, the ESPHP was proved low efficiency because it has no definite security target, clear restricted criterion and so on. The ESPHP resulted in negative effect on inhabitants. So many researchers and inhabitants offered not to building the Economic-Suit Public Housing.This paper has analysised our housing security policy based on the Public Housing Security Policy (PHSP) of developed countries over the world. Different other domestic researchers, the paper regards that the PHSP of our country is efficient. As the price of commercial housing increasing, land resource scarcity, inhabitant low payments and city government finance expenditure difficulty, it is very difficult that the governments carry out monetary subsidy for aimed population cutting down economical housing construction. Based on the problems describing above, this paper has studied how to put into practice efficiently of economic housing security policy.Firstly, the paper has studied the utilizing pattern of urban habitant land and occupying regular of urban housing, used the principle of urban economics and economic geography. Especially, the paper has researched the inhabitants selecting region and the regular of price-space variety. Further more, the author studied region selecting of Society Security Commercial Housing (SSCH).The location of SSCH should be located at city border and transportation convenience according to building cost and location effect.Secondly, the paper also studied the behavior strategy of real estate corporations using information economics and game theory. According to the specification of housing construction, residential plan, residential building function and well-off building criterion, the paper has established mathematics model by mean of AHP and Fuzzy mathematics. In the meanwhile, the author researched the American Leadership in Energy and Environmental Design (LEED) and ECO-Quantum.Thirdly, the thesis also concerned affordable housing price methods as well as efficient demand price based on inhabitant monetary payment. The author has set up a mathematical model by means of Gray Forecast Principle and The Nerve Network Model to forecast demand quantity of Beijing commercial housing. Take advantage of model set up above, it can prognosis the rational supply quantity of affordable housing offered by city government.At last, it offered important and furthermore research problems concerning affordable housing. In the meanwhile, the thesis concluded it is very significant to change the selling-dominated pattern of affordable housing to selling-rent model.
