Resources are the base of people to exist and develop, such as energy,raw materials, water, earth and so on. Economy can't develop even a littlewithout resources. In the past years, with the high speed of economicgrowth and the steadily rising per capita income, the consumption ofnatural resources, the amount of wastes generated and pollutants dischargedhave grown out of control. The resources are in shortage now, but on theother hand, the problem of resources-wasting is still exist. To saveresources has become the focus of all people. To build a resources-efficientsociety is an effectual method to ease the long-term conflict betweensupply and demand of energy and resource, and it's also an inevitableoption for China in its social and economic sustainable development. Soit's crucial to study on how to build a resources-efficient society.Taking Zhejiang Province for example, we carry on this study. It'svery important for us to make clear of what is resources-efficient societyand its characteristic. After analyzing the impact of resources-shortage oneconomy, we can conclude that its very important and imperative for us to save resources. Although we have some achievement in this area, but thepotential of resources-saving still exists. For the sake of building aresources-efficient society, we must make clear of the problems andobstacle in this way.Here the relationships between economic development and energyconsumption has been made definite by quantitative model. According tothe result, the aim which was suggested in Developing Program is suitableand feasible. To make this aim true, we should take all kinds of measures tosave water, energy, earth, materials and to make things recycle.Constructing a resources-efficient cement industry in Zhejiang hasbeen suggested in this essay. In the end, We bring forward that it's verynecessary to construct and perfect the incentive mechanism, which includegovernment guiding, science and technology innovation and so on, and therestriction mechanism which include legislation and law, standards,revenue and so on. These mechanisms will accelerate the course of buildinga resources-efficient society.
