Research On Enterprise Information Technology Strategy Programming And Management

The rapid growth of the electronic commerce (EC) has ushered the 21 century into the era of information economy, bringing both challenges and opportunities to enterprises. More and more firms are accelerating the speed of informatization to enhance management strategies, improve business processes and increase core competence. IT strategic planning and implementation management has become the focus of the current research and practice. In this paper, from the perspective of enterprise IT strategic planning implementation, IT governance based IT strategic planning is introduced and at the mean time, the concept and procedures of IT strategy, enterprise information portal (EIP) design, IT investment decision-making and cost management, implementation supervision and IT strategy performance evaluation were deeply analyzed. The main contents of the paper are as follows:(1) After the introduction of the basic definition, objective and range of IT governance, the relationship between company governance and IT governance is discussed and the IT system architecture, capability maturity model (CMM) and governance mechanism are analyzed, which forms the foundation of the remaining sections of the paper.(2) The hierarchy and categorization of IT strategic planning is put forward based on the concept of enterprise informatization. From the perspective of IT strategic planning , enterprise development strategy and business process management (BMP) are reinvestigated and integration of IT strategy and enterprise strategy is discussed.(3) IT investment decision analysis and the cost identification, cost combination and cost control during the implementation process are studied. The advantages and characteristics of IT outsourcing, the most popular cost control strategy, were analyzed.(4) Based on the theory of traditional performance evaluation and the characteristics of IT strategic planning, the IT balanced score card (BSC) is established from the macro and micro views of IT performance evaluation. The four aspects of IT BSC are discussed and the IT performance evaluation indicator hierarchy is designed based on case studies.(5) Based on the traditional basic theory of engineering project supervision, the objective analysis and objective control of the new IT project supervision are discussed.The IT strategic planning and enterprise strategic planning integration and the consistency model, the performance evaluation indicator hierarchy based on IT BSC, and the objective control of IT supervision are the innovative points of the paper.
