A Study On The Cultivating Mechanism Of Independent Innovative Capability Of Western Based-natural-resource Enterprises From The Perspective Of Ecological Economics

The western region possesses abundant natural resources. The based-natural-resource enterprises (BNRE) , which engage in mining and primarily processing natural resources and manufacture primary raw material products as the terminal products based on underground mineral resources or propagation resources on the ground, have become the prominent representatives of western enterprises and composed an enterprise group that shares similar regional characteristics and common peculiarities. Their development decides the quality and speed of the western economical development. The goal of studying the cultivating mechanism of independent innovative capability of western BNRE from the perspective of ecological economics is to provide the decision-making basis for the government and departments to constitute policies and adopt measures, and the theoretic directions and analytical tools for westem BNRE to advance technological capabilities, develop circular economy and realize sustainable development.Positive study and normative study are adopted and quantitative analysis is combined with qualitative analysis in the dissertation. First, the documents are recalled and referred. Then, the research progress of related research field is analyzed and the independent innovative economical mechanism of BNRE is parsed by applying the qualitative analysis and mathematic model analytic methods. Meanwhile, the western typical BNRE have been investigated. Subsequently, the dissertation analyzes the developmental status quo and existing challenges of western BNRE, and the ecological economical benefits brought by the western typical BNRE. It studies the cultivating mechanism of independent innovative capability of western BNRE by applying the positive study and typical cases anatomy, and brings forward the independent technological innovative strategies, cultivating means and transforming routes of western BNRE by combining qualitative analysis with positive study. The theories of ecological economics, innovative economics and strategic management are put to use in the process of the study. It is a brave attempt to introduce the theories of ecologicalization of enterprises, circular economy and enterprises dusters into the research field of the cultivating mechanism of independent innovative capability of western BNRE. Lastly, the study of the sustentative systems and primary policies is conducted based on the restriction factors in the enterprises growth.The meanings of western region and BNRE are defined in the dissertation. Then, it summarizes the relative background theories about BNRE's sustainable development, provides the theoretical basis for the paper and analyzes the key influentical factors and the independent innovative economical mechanism of BNRE. In order to realize the goal of studying the cultivating mechanism of independent innovative capability of western BNRE from the perspective of ecological economics, the dissertation analyzes the developmental status quo of western BNRE. It proves that the BNRE have played an important role in the process of western economical development and will be confronted with a good many realistic muddles in developing western economy given the existing technologies and capability, which was ignored in the past. The western representational BNRE are chosen as the typical study object, the ecological & economical benefits which are created by these enterprises are analyzed in the dissertation. Therefore, by anatomizing the independent innovative process of western typical BNRE, the dissertation points out the common cultivating mechanism of independent innovative capability of western BNRE from the perspective of ecological economics, namely, developing the creativity through identifying, integratinging and creating technology. At the same time, by contrast with the traditional growth pattern, three new type strategies (including ecologicalization strategy, clusteralization strategy and high-technicalization strategy) of independent technological innovation of western BNRE are brought forward, the cultivating measures are studied and the transforming routes are pointed out. Lastly, the study of the sustentative systems and primary policies is conducted to correct its faultiness and the limitation in cultivating independent innovative capability of westem BNRE.The author holds that the western BNRE, which are based on underground mineral resources or propagation resources on the ground, can't move along linearity growth track of "resources—product—waste" any more, and should energetically develop circular economy moving along a new type development route of the ecologicalization, clusteralization and high- technicalization growth strategy in the direction of science development view, on the based of ecological economy and in the support of independent innovative technology. Namely, by intensifying technology identified capability, advancing technological integrated capability and upgrading technological created capability according to the existing abilities, the westem BNRE cultivate their independent innovative capability, build up the technique and equipment abilities for improving the synthetically utilizable ratio of natural resources, maintain and expand the niche space, push the independent technological innovation towards the ecologicalization, clusteralization and high-technicalization, and realize sustainable development and the goal of "multi-win" of economical benefits, ecological benefits and societal benefits.
