Research On Cultivating And Promoting The Independent Innovation Capability For High Technology Enterprises In Liaoning Province

Along with the global economy integration and our country becomes member of the World Trade Organization formally, enterprises' competition are more and more fierce. Competition has become the international room already from in the homeland; however, the international competition essentially is competition of the technical strength and the innovation ability. Presently, our country is in the key period of building an overall well-to-do society and walking the new industrialization path. Therefore speeding up the enterprise independent innovation step, enhancing enterprises' independent innovation ability have been caused the government, the industrial field and the theorists's highly emphasis, this set the urgent request to the fundamental research.Based on the generalized analysis of domestic and foreign scholars on the independent innovation research, and background of the northeast old industrial base policy in the construction innovation society, taking high technology enterprises of Liaoning province as the main body. This dissertation firstly introduces the basic theories for the independent innovation and its model, the research's method and its main function; Secondly, by studying "China Almanac for the Statistic of Science and Technology", "Liaoning Almanac for The Statistic" and by analyzing , statistic, and concluding the data for Liaoning sample investigation for high technology enterprises, this article gives the analysis, the localization for the actuality of Liaoning high technology enterprises, and makes a right judgment for the development of Liaoning enterprises. Meanwhile, by using the analysis of tendency of development and dynamic analysis of GM (1, N) correspondence model, the article helps to find out the key factors which limits the development of Liaoning high technology enterprises independent innovation. Thirdly, this article states the model of Liaoning high technology enterprises' independent innovation, and gives the suggestions and countermeasures of promoting the independent innovation for Liaoning high technology enterprises. The innovation for this article is to use quantitative analysis research for the actual condition between the appraisal system from Liaoning high technology enterprises, and use some related data to analyze the model for the problem of the enterprises' independent innovation, and get the opinion that Liaoning province is in the middle and upper level of enterprise independent innovation in 15 more developed provinces and cities of China, and found out that shortage of input capital and enterprise-universities cooperation are the main factors to limit Liaoning province in the development of high technology enterprises' independent innovation. From the above, this article concludes the cultivation format and promotion countermeasures of Liaoning high technology enterprises. The research will provide the theory basis for government formulates the related policy and the instruction for enterprises superintendents makes the science decisions.
