Central China consists of six provinces of Shanxi, Anhui, Jiangxi, Henan, Hubeiand Hunan that are mutually adjacent inland regions, neither circumlittoral nor alongwith the side. Six provinces in central China have always been Chinese strategiccenters and the origin of Chinese culture. Their economy and culture were veryflourishing on the history. However, since reform and opening, there has been moreand more big gap between east China and central west China with the continuouseconomic developing, and central China is falling to plunge under the attack fromboth flanks of the development of east China and the exploitation of west China.China becomes one of lopsided countries in region economic development in theworld, which disobeys the object in establishing a complete affluent society. What isthe factor resulting in such condition? If material, capital is the leading role ofeconomic development in the agriculture age and in the industrial economic age, thenalong with the arrival of knowledge-based economic age, the position of humancapital is gradually outstanding, and human capital is the main melody of economicdevelopment. The theory and practice proves more and more forcefully that humancapital is the engine of economic growth and economic development, and plays avital role in reducing the economic gap among countries and regions. Therefore it hasthe important meaning to research the effect of human capital on economic growthfrom the theory and practice.The dissertation explores the influence of region human capital on economicgrowth systematically by the methods, including combining norm research withdemonstration analysis, combining qualitative analysis with quantitative analysis,combining .history investigation with reality analysis, combining horizontalcomparison with lengthways comparison.The main contents are as follows.The first part defines meaning, characteristic, type and measuring method ofregion human capital, clarifies human capital's mechanism action on region economicgrowth on the basis of the main contribution of domestic and international scholars tothe economic growth theory and the human capital theory. The second part systematically analyzes the development condition of humancapital of central China from the human capital amount, human capital quality, humancapital structure and human capital investment to lay the groundwork for furtherresearch on the contribution of human capital to the economic growth.The final part sets up production function model, and quantitatively researcheson the contribution of human capital of central China to the economic growth, andputs forward the suggestions for human capital development to promote the economicdevelopment of central China aiming at the present development condition of humancapital of central China.Found by the research, the human capital improvements of central China isn'toptimistic in the total amount scale of human capital or in the internal structure ofhuman capital. In central China except Shanxi province, the investment levels ofhuman capital also are rather lower than the average level in the whole country.Furthermore, the investment strategy in the whole country also is lopsided, and thehuman capital investments also are not seriously enough. The contribution rate ofhuman capital of central China to economic growth also is very low, only a fewpercentage points, elucidating that the human capital stock of central China has notplayed a marked role in the economic growth since the nineties, and that centralChina has still mainly depended on material capital growth to pull the economicgrowth. Therefore, in the changing knowledge-based economic ages, to promote thedevelopment of central China, central China still need strongly enhance the level ofhuman capital and give full play to the huge potential of human capital.
