With the development of information technology and network technology and the advent of knowledge economy, the knowledge has become the main driving force of the economic and social development as well as the key resource of organizations. Organization should take full advantage of the external and internal knowledge to strengthen its competitive capacity. Therefore inter-organization knowledge management is an inevitable choice to the organization.In this dissertation, firstly from view points of competition and cooperation theory, resource-based theory, resource-dependent theory, and knowledge characteristics, the author makes use of 'strategic gap' theory and three kinds of basic knowledge management strategies (i.e. independent knowledge innovation strategy, knowledge sharing strategy, and knowledge protection strategy) , puts forward the methods of the inter-organization knowledge management strategy, establish a model of inter-organization knowledge management strategy.Then from the perspective of knowledge transaction, the knowledge sharing is divided into three types: the first is the knowledge dominant transaction, which is the direct exchange of knowledge with the currency as the media, usually called market transaction. The second is hidden trade which is indirect knowledge exchange with non-monetary as the media. Knowledge sharing based on non-formal relationship network is a typical hidden transaction mode. The third is a combination transaction that includes both dominant transaction and hidden transaction in the trade process. A typical combination knowledge transaction mode is knowledge sharing in the cooperation process. The essence, function, and characteristics of these three kinds of knowledge sharing modes have been analyzed. According to the principle of fluid transmit and control system, the market-based knowledge sharing model has been constructed.Then the reality significance, building principle and construction methods of knowledge networks are expounded. From the perspective of society and technology, the knowledge network is divided into knowledge networks based on social relationships and knowledge networks based on information technology. Inter-organization knowledge sharing network has the following characteristics: a semi-closed and semi-opened organization border, concurrent characteristic of knowledge protection and knowledge sharing, dynamic characteristic of knowledge sharing among organizations, and the dual mode characteristic of knowledge sharing among organizations, i.e., organization orientation knowledge sharing and personal relation orientation knowledge sharing. The author establishes a network model based on inter-organization knowledge sharing that consists of three parts: network node, the attributes of the network node and the methods of the network node. The concrete express method of inter-organization knowledge sharing has also been given.Later, from the perspective of inter-organization knowledge management, the methods how to implement organization knowledge asset management, how to implement organization relation network management, how to implement organization personnel management, how to implement knowledge management technology application management and cross-cultural management are discussed. The perspective that organization should establish knowledge based social network is proposed. The author establishes interaction model between personal relation network and organization relation network. According to the principle of fluid transmit and control system, the decision-making model for personnel flow, and the evaluation coefficient model of personnel flow is also set up.Finally from the perspective of corporation between industry and university, according to the cooperation projects between certain university and enterprise, the cases on inter-organization knowledge management are carried through.
