Based on elements, constructions and functions of Eco-Industrial Parks(EIPs), by the ways of multi-agent under the theory of complex, analysis the flowing of energy, logistic and information, from the view of harmonious and symbiosis, consumption residua each other, then construct an eco-industrial circular food web system model within an open space. From the research of method of multi-agent modeling, by the Swarm simulation platform we construct the model, test and observe those statements waiting for EIPs occur, if there is no interruption from outside, we will take such stable eco-industrial system into account, take a glance about outline of this stable state, estimate the cost to build such a balance stable state that a closed substance circular system by any other energetic method. Searching some certain reliable techniques to build such state, analysising the effectives by government macro-adjustment, our aim is to build a more improved eco-industrial symbiosis food chain web circular system under the sustainable development theory, strengthen the self-adaptive ability of EIPs, to build an information management control mode for it.There are great practical value to build (virtual) eco-industrial park, in USA, France, Canada, Denmark, there is a trend that rebuild those traditional industrial park into EIPs. We have more than 100 all kinds of industrial parks (include industrial clusters) in our motherland, within the crushing down of the environment, we also face how to improve those existing industrial parks and update them, Eco-industrial park leads our a new way to go, maybe will a direction. In this big background our research can be a very present for our government and wish to be a guider and mile stone for companies' green creative techniques.
