Study On The Agricultural-Informationlization Organization System

The establishment of the agricultural informationalization organization system is primarily of importance to the agricultural informationalization construction. It symbolizes the development orientation of modern agriculture. And it is an important way of promoting the development of agricultural economy and enhancing the peasants'income. This system exerts great influence on the construction of China's informationalization, agricultural modernization, and China's new contryside as well as the improvement of agricultural comprehensive competence. It is a strategic policy to solve the problems of three agricultures in China.So far, a complete system has not been formed yet though China has made great progress in the construction of agricultural informationalization organization. A perfect agricultural informationalization organization system must be established such that the system can serve the development of agricultural economy by way of transferring agricultural information rapidly and effectively in accordance with the specification. Taking into account the present status, the existing problems and the restrained factors in the current agricultural informationalization organization, this paper has constituted an agricultural informationalization organization system that caters for China's actual situation by using the successful experiences of other countries for reference. Thus, the development of the agricultural informationalization and the agricultural economy has been guaranteed and China's agricultural competence has been enhanced.The paper is focused on China's agricultural informationalization organization system. By analyzing thoroughly the agricultural informationalization and the agricultural service system at home and abroad at present, the basic theory of the agricultural informationalization organization system has been studied in accordance with a large number of literatures. The development course, current status, the existing problems, and the restrained factors were analyzed. The constitutions and the operation of the agricultural informationalization organization system were investigated. The comprehensive assessment was discussed by incorporating the fruitful result into Shaanxi agricultural informationalization organization system for practice. In other words, a case of Shaanxi Provincial electronic agricultural business was analyzed, on the basis of which correspondent polices have been suggested on how to build China's agricultural informationalization organization system.This dissertation includes eight chapters as follows:Chapter One: Introduction. This chapter had expounded the background, goal, and significance of the topic, the current development status of agricultural information, and the agricultural information service system as well as the research tendency at home and abroad. It tells the thinking way of the article and introduces some possible initiatives.Chapter two: The Basic Rationale of the Agricultural Information Organization System. This chapter clearly defined the connotation and the extension of agricultural information. Based on a large number of literatures on agricultural information and the agricultural information service system, the concept, characteristics, the main body constitution, the function and the content of the agricultural information organization system were proposed in accordance with the application of agricultural information and the agricultural information service system in China. Thus, theoretical evidences were provided for later chapters.Chapter three: Analysis of Current Situation of China's Agricultural Information Organization System. This chapter pointed explicitly out the problems in China's agricultural informationalization organization system upon analyzing the development course and present situation of the agricultural informationalization organization system. The restriction factors were analyzed to provide evidences to the constitutions of the system.Chapter four: The Construction of Agricultural Informationalization Organization System. In view of the third chapter about the existing problems and the restricted factors, this chapter proposed a thinking way of instruction, goal, characteristics, criterion, method and the principle of constructing the agricultural information organization system. According to the goal, the method and the principle, the structure was analyzed, including the information one and the gradation one. The structural pattern was designed for the informationalization organization system in the countryside. The pattern was optimized and an optimization mode was suggested.Chapter five: Operation in the Agricultural Informationalization Organization System. This chapter mainly elaborated the operation way of the agricultural informationalization organization system, namely, essential pattern---development and utilization of agricultural information resource; the conformity pattern--- integration and the generalization of agricultural information technology; generalization and dissemination pattern of agricultural information technology; effective pattern--- agricultural network information service. The operational mechanism of the system was analyzed from three aspects: the investment mechanism, the encouragement mechanism and the initiative mechanism. The safeguard measures on how to keep the system operate smoothly had been discussed, that is, those on the agricultural information industries, on the policy, on the technology, and on the organization.Chapter six: Comprehensive Appraisal for the Performance of the Agricultural Information Organization System. This chapter had determined the goal and the principle of comprehensive appraisal on the performance of the agricultural information organization system. The application of this system in China in recent years was considered. The measure theory of informational economy and some research results related were applied. According to the six indexes of China's informationalization system, a general framework of an index system on the comprehensive appraisal was designed upon the analysis of the national informationalization index appraisal system and the general construction status. The analytical hierarchy process (AHP) method was used to determine the index and the comprehensive appraisal model.Chapter seven: Case Analysis---- Analysis of the Electronic Agricultural Business Organization System in Shaanxi Province. The content of electronic agricultural business was defined in this chapter, according to which the present development situation of the"electronic agricultural business"in Shaanxi Province was analyzed. The operation mechanism of the organization system of"electronic agricultural business"was investigated. The problems in this system in Shaanxi were discussed. An initiative pattern of the"electronic agricultural business", which caters to the actual situation in Shaanxi, was proposed.Chapter eight: Countermeasures and Suggestions on the Construction of China's Agricultural Informationalization Organization System. This chapter proposed countermeasures and suggestions on establishing and perfecting China's agricultural informationalization organization system. They were involved in three aspects: to strengthen the construction of the main body of the system first, and then to cultivate the agricultural information industries positively and finally to strengthen the infrastructure of agricultural information networks.In summary, a new thinking way of"question proposal--- theoretical study --- comprehensive appraisal and case analysis --- policy study"was followed and multi - disciplinary theoretical achievements were used for reference in this dissertation by way of combination of qualitative with quantitative analysis, empirical analysis with canonical analysis, unified induction with the deduction.
