A Study On The Pattern Of Urban Housing Development In China On The Basis Of Efficiency And Justice

All the cities of our country have achieved immense accomplishment of housing development since 1980s, but there are still lots of problems such as market bubbles,extreme disparity between the rich and the poor, and so on. The academic circles in China can't give satisfied answers to all the doubles and suspicions. In this paper, combining the methods of the compared analyses,institutional approach together with game theory and economics of information, we have an exploration on the pattern and policy selection of Urban Housing Development in China. Our research is based on the results of relevant analyses from overseas and China.This dissertation consists of six chapters. Chapter one is the literature review of efficiency,justice and their dialectical relationship, analysis methods of property rights and transaction costs which are part of New Institutional Economics, and basic analysis methods of game theory and economics of information. Chapter one also includes the relevant research about the pattern of urban housing development in china. In chapter two, we probes into the efficiency and justice of housing development between market mechanism and government intervene. We draw a conclusion as such: The only way to achieve the success of housing development is the organic combination of market mechanism and government intervene. Otherwise we will obtain neither efficiency nor justice. In chapter three, we compare the housing development of typical countries which represent the pattern of giving priority to efficiency, pattern of giving priority to justice and pattern of giving consideration to both. We obtain some general law of housing development. In chapter four, we review the process of reforming the urban housing system, the pattern and process of developing commercial housing and urban housing social security system on the basis of efficiency and justice. We analyze the status quo and existing problems of efficiency about urban housing market in China. We come to a conclusion that by no means can we form a efficient housing market but carry on further institutional innovation. In chapter five, we try to find out the institutional circumstances and marketing conditions which required to form an efficient housing market. We discovered that, in order to form an efficient and just market, we need clear-cut distinction of property rights about housing and land, consistent arrangement of property rights between commercial housing and public housing, efficient supply of housing market information, and so on. Finally, we put forward several principle we should keep to for the sake of favorable urban housing development. We construct an objective pattern of urban housing development in china which includes commercial housing developing, public housing developing, housing finance and government administration. We reveal the policy meanings of all the aspects of the objective pattern.
