Housing is the basic element for human society to exist and develop. housing restriction was once the social problem that many countries have experienced .In modern times most housing problems have relationship with housing system which not only influences the scale and the level of the economic development in a country or its district, but also influences the acceptability of the social economic fruits. The town-housing-system innovation of Changchun city since 90's has directly pushed the development of housing industry, furthermore promoted the district economy. However, with the deepen of the innovation , more and more houses merchandising as well as the price becoming higher and higher the burden of housing becoming heavier and heavier beyond people.This article reviews the process of the town-housing-system innovation of Changchun city , analyses the dwellers's burden, evaluates results of the innovation objectively and puts forward countermeasures to perfect the innovation and resolve the problem of people's housing burden.The chapter 1 introduces simply why we choose the subject and the research status at home and abroad. Also, it narrates the contents of this study which include the status of housing system Innovation in China and other countries, the valuation of the innovation and people's burden and the countermeasures to perfect the innovation and resolve the problem of people's housing burden; And about the mainly measure in the study ,we adopt the combination of theory and demonstration and also introduce economic theoretics and methods under the combination of qualitative analysis ,quantitative analysis ,static analysis and dynamic analysis.The chapter 2 describes the reform of institution of the housing system. Foreign reform of the housing system options developed, State welfare system and the newly industrialized countries of three different types were made to introduce, and getting a lot of inspiration; domestic reform of the housing system, opening up first idea of Deng Xiaoping, who is the chief designer of China's reform of the housing system , which is a proactive means thinking, and then reviewed the housing system reform process and its significance; Changchun City as a major was fullly discussed reform of the housing system since the start of the initial phase, in-depth and comprehensive phase stage of deepening.Chapter 3 selects housing prices to income ratio, spend more on housing, and affordable housing is the proportion of private housing and the rate of GDP growth over the four indicators, from different perspective to analyze the housing burden in different stages of the Changchun Municipal reform of the housing system. Results of analysis implies the ratio income housing prices in different periods of reform remains high; the ratio of spend on housing has been higher than the national average with the deepening of reform; the ratio of Affordable Housing input is scarcity, Consumer groups unable to meet needs; Along with the rapid economic development, private housing rate increase of less than GDP growth.Chapter 4 base on the results of analysis of housing burden of residents, using AHP to establish the comprehensive evaluation system respectively of Changchun City housing system reform, and evaluating on the reform of the housing system at different stages, The results showed the effect of reform of the housing system in primary stage and in-depth phase is better, and the housing affordability is lighter; When the reform entered the stage of deepening reform, the effect of reform is not very satisfactory, the housing burden is higher than before. Reform is not entirely successful.Chapter 5, aiming at the existing problems in reform of the housing system and the residents of the housing burden of Changchun City, gives the four suggestions as following, mading perfect housing accumulation fund system, establishing of credit guarantee system; improving the institution of Affordable Housing, increasing effective supply; reduces the burden on low-income housing groups, the implementation of low-cost housing system reform of the construction supply system; development of housing cooperatives, these suggestion are significant to improve the housing system reform, and solve the problem on the housing burden.
