Transformation Of Urban Housing Security System Is A Preliminary Study

Housing security is the redistribution of wealth implemented by national government in the housing sector, and is a necessary institutional arrangement to remedy market failure of modern society. Housing security system takes the low and middle income classes as the implementation objects of policies, and its aims are to ensure basic living rights of every member and share fruits of economic and social development. It is very significant for social transformation and modernization process of China to establish and improve housing security system.The paper mainly uses the method of research literature, and supplemented by participant observation method. Then it discusses the history, current situation, problems, features and reasons of urban housing security policies in China since nineties of the 20th century, in the perspectives of social justice theory, function of middle-class theory and social exclusion theory, etc. Moreover, the paper puts forward some specific suggestions of policies.This article holds that there are still many problems and shortcomings in the current urban housing security system in China, whether from the point of concrete institutional arrangements, or in the view of implementation process and results of policy. There are some problems in the field of low-rent housing policy:serious shortage of financial input and relative single-channel financing; narrow coverage and limited security; single kind of security and lack of humanity in policy implementation. There also exist some problems in the field of economically affordable housing policy:the ratio of investment is too small to make the relation between supply and demand balance; the construction standard is out of control,which is neither economic nor affordable; the system of object identity lags behind, which makes some wrong targets; sometimes security policy becomes platform of rent-seeking , and the security has been distorted. The paper analyses the deficiencies of housing accumulation fund system from the aspects of deposit, use and supervision.In a more abstract level, the paper sums up general characteristics of housing security system in China from three theoretical perspectives:justice of housing security policy should be strengthened, non-expected results appear during the implementation of housing security system, the rejection trend of low and middle income families comes out, and it analyses the reasons based on the logic of these features.Finally, the paper puts forward some feasible proposals of improving the housing security system, in four aspects of strengthening social justice, improving related systems design, coordinating the relationship between central and local governments and optimizing structure.
