Since the first Chinese land storage organization-Shanghai land developmentcenter was established in 1996, a majority of the Chinese cities established the landbuy-purchase storage system. According to its result, the system has become a veryimportant effort for the government to adjust a city's land market, to optimize the landallocation, and to promise the value maintenance and increase of the state owned landproperty. But there are still some problems lying in the cities' land storage systemwith a strong Localism, the operation mode is different in different places, theoperating is not efficient, and there certainly will be readjustment of interest andpower accompanying the establishment of cities' land storage system, as a result manydeep problems have appeared during the enforcing process, which to a certain degreehas brought about some obstacles to the implement of the buy-purchase system of thecites' land; Furthermore, with neither a definite theory guidance nor a mature andnorm operating model, nor a necessary policy and law supporting system, manyproblems and deviations have appeared during the management of the cities' landstorage, which means there are still problems worthy of studying both in theory and inpractice. So it is a very meaningful work to do some calm thinking to Chinese cities'land storage system as well as its practice, to do some research to the presentconditions of Chinese land market management, to analyze the source of the problems,to learn from the foreign advanced mode, to establish a system and model of cities'land storage suitable for the demand of the socialism market economy and thescientific concept of development, to promote government to normalize the landmarket, to improve the cities' land structure, to optimize the land resource allocation,and to insure the cities' sustainable development.With economic principles and mathematical models introduced during the studyprocess, this paper combines both qualitative and quantitative analysis to research theproblems lying in cities' land management as well as their causes and does innovationresearches in the theories and practices of cities' land storage from the following 4aspects:1. It comparatively studies the theories and practices of cities' land storage athome and abroad and accomplish the definition of land storage.2. It deeply analyses the problems lying in the cities' land storage in China. 3. It concludes resource allocation theory of cities' land in the supply anddemand mechanism and illustrates it's limitations.4. It constructs a fitting model for the storage and allocation of cities' land.At the same time, it does applied research in the model of the storage andallocation of cities' land. In practice, the storage and allocation of cities' land can beguided through the matter-element transformation in according to the operation resultsof the model so as to develop the land's intensive utilization, enhance the land'seconomic and social functions, improve the government's scientific ability ofmacro-control over the resource allocation of land, and achieve the sustainabledevelopment of the cities' land resource. Furthermore, it innovatively introduces someadvice on how to accomplish the storage system of cities' land.The study result in this paper will improve the establishment of theChinese-featured accomplished, normalized, harmonized and orderly storage systemof cities' land. It will also improve the optimization of land resource allocation and themacro-control of Chinese economics.
