The so called strategic human resource management(SHRM), is treating humanresources as the most valuable strategic resource, developing and managing this strategicresource effectivly at the strategic level, and turn them into the fundamental forces ofinnovative ability and competitive advantages. Researching on SHRM is of importanttheoretical and practical significance for both enhancing regional competitive edge andaccelerating regional economic development. This dissertation introducing the concept ofstrategic human resource management to regional economic development, established atheoretical framework for SHRM, the managing methods and developing strantegy ofregional strategic human resource is discussed systematicly, using the status quo of DalianCity human resources as the basic cases, the regional strategy for human resourcedeveloping is discussed empirically. The main content of this paper is as follows:Introduction. Including literature review, containts and structure of the dissertation, aswell as the summary of the main points of innovations.The theoretical framework of SHRM management. Combinating SHRM and regionaleconomic theory, we put forward the concept and a theoretica framwork of regionalstrategic human resource management (RSHRM), and point out the core of RSHRM tasks,the implementation pattern and flowchart of RSHRM. This provide a new theoreticalperspective to explore the SHRM issues from the perspective of regional economicdevelopment, and laid the foundation for the follow-up research.The fundamental methods of RSHRM. The fundamental methods of RSHRM aresystematicly explored in four areas, namely, RSHRM objectives design, RSHR planning,Regional intelligence warehouse construction, and RSHRM performance evaluation, andthe correlative mathematical models and quantitative analysis methods are also put forward.Regional economic and social development oriented RSHR developing strategies. Weanalized the leading role of human resources in the process of regional economic and socialdevelopment first, on this basis, we put forward three Regional economic and socialdevelopment oriented RSHR developing strategies: implementing the RSHR planning andpromoting regional industrial upgrading; constructing the clusters of RSRH to quickenregional economic development; optimizing the allocation of human resources, andpromote regional economic and social coordinated development. Finally, the ways andmeans of implementing the strategies of RSHR developing are discussed. Applied research. Regards Dalian as the research background, with the application ofrelated data and the method proposed in the dissertation, we carry out a applied research, itnot only test management mathods and developing strategies in the dissertation, but alsodevelop a regional strategy for RSHR plan of Dalian City in a more comprehensive manner,the relevant human resources development strategies are Implement. Finally, we make aquantitative evaluation of the value of intellectual capital of Dalian's RSHR.
