Forest is the principal component of the land eco-system. As the basic material for the production and reproduction of forestry sector, forest resource is the foundation for human survive and development. The development of forestry can bring us not only huge economy worthiness but also tremendous ecological benefits. Following the rapid population expansion, the economy increase, social development and living improvement, more and more forest areas have been exploited to other land use, which result in the increasing threaten to the forest resources. It is widely recognized that the over-exploitation of the forest resource would be followed by "greenhouse" effect to the climate change, the land desertification, water loss and soil erosion, increase of frequent flood and drought, decrease of the bio-diversity, and related environmental degradations. Thus, along with the social and progressively economic development, as the fundamental preparation for national and regional and global sustainability, strengthening ecological construction and guaranteeing the environment security have become one of the most heated issues having absorbed the world attention in the new century.Actually, the government has paid more and more attentions to the forestry development during its rapid economic development since the reform. In the new century, the central government of China aims at building up its capacity of sustainable development, leading the nation to prosperity by ecological reconstruction. To complete the project, China is stressing on the harmonizing of human activities and gift. As the importance of forestry in national economy and ecological reconstruction, a series of countermeasures to promote the forestry development have been designed and been implementing. China has started six national wide key forestry projects, including the natural forests protection programme, conversion of the cultivated land to the original forestry, etc. In 2003, the central government promulgated its regulation, On the Promotion of Forestry Development, stressing that China should pay high attention on the forestry development during its rapid industrialization and urbanization process. The central government's decision implicates that the forestry development plays a special important role in China's sustainable development, ecological reconstruction, and harmonizing the human and natural relations.This research focuses on the forestry economic policies in China, sharing the above basic understandings about the nature and functions of the forest and forestry. In the study, the author firstly summarizes the related research achievement and practical experiences about forest and forestry. Secondly, the author analyzed the useful related theories which are helpful to the policy making for sustainable forestry development in China. Then, using the statistical research method, based on the theories and methods of Western Economy and Forest Management and so on, the author discusses the developing trends of China's forestry. Finally, some practical countermeasures for improving China's forest resource and forestry development was put forward. It can be predicted that a new progressive developing stage is coming for China's forestry.It is found that China's forestry development has got great achievement since the initiation of its opening up policy. The main problems which block China's forestry development include the shortage of forest resources, the scarcity of the resource per capita, the uneven distribution of the forests, the small percentage of the forest covered land area, etc. It is also discovered that there is a close relation between China's forestry development and social-economic improvement. At the early stage of economy development, some forests were cut, resulting in the decrease of the forest resource and the decline of forestry. As the economy development, the importance of the forestry would be recognized and more investment would be put to protect the forest resource, resulting in an improvement or prosperity of forestry. The recovery of the forestry will not only supply more wood products that fulfill the increasing demand but also generate the better ecological environment for residential and human productive activities. As the positive and active function of forests becomes more obvious, a mutually beneficial relation between the development of regional economy and forestry sector will be established. It is no doubt that the establishment of the rational relation should be achieved by the correct management of natural resource and human behaviors.We need to improve and complete the forest policy system to accelerate China's forestry development, especially to overcome the currently existing restrictions in the forestry sectors. We also need to take some practical strategies to achieve our final objective of forestry development. For example, we need to establish a better forestry investment policy system to simulate the increasingly input to the forestry. Now, China has accessed to World Trade Organization. China should perfect the financial support mechanics to help the forestry development in the WTO framework, absorbing a variety of investments such as foreign investments, private money and investment from collectives and enterprises. In addition, China should also access to the world forestry market to attend the world competition in order to improve its forestry capacity.The study extensively analyzed and systematically summarized China's forestry economic policies in the past a few decades. An integration of the theory and research methods in the areas of market economy, policy studies, forestry ecosystem management, developing economics, and eco-economics has been introduced and used in the study. The relation between social-economic prosperity and the forestry development is shown clearly after the study in details. When analyzing the policies and designing the countermeasures, the author has considered both the economy value and the ecological benefits of the forests and the forestry. These are the a few main highlights of the research.
