The current transportation resource in China presents a picture of relative surplus and scarcity simultaesously. Lots of resources are consumed but transport efficiency and, benefits are not optimized. In the transportation system, five transportation modes are operating relatively independent without effective coordination and joint, lacking a comprehensive rational decision-making method. Whether the resources of the transportation system can be integrated effectively is, therefore, a critical and urgent issue for the development of our country' transportation industry. However, the research on this issue is still in its initial stage, with fewer research results and unsystematic theory and research method. So, it is necessary to study the theory and method of China's transportation resource integration, which will help realize optimized and compreshensive effectiveness among five transportatioin modes and also promote national economy to develop positively.Firstly, this paper defines the transportation system resource and resource integration of the transportation system, proposes the characteristics of developing resource integration of the transportation system by analyzing the evolution and influence factors of the transportation system, and further analyzes the effective support of modern logistics theory on the resource integration of the transportation system.Secondly, the paper gives both horizontal and vertical analysis of the resource situation of China's transportation system. The vertical analysis includes the relationship between the transportation industry and national economic growth, the characteristics of different transportation modes, and the present situation of transportation infrastructures, investment, etc. The horizontal aspect discusses the characteristics of industry relevancy and industry spread effect of China and America's transportation industry based on the input-output theory.Thirdly, this paper analyzes the foundation of resource integration of the transportation system from the perspective of the interactive relations between transportation system and regional economy. Then, it sets up the system flow chart of the transportation and System Dynamics model in the example of Circum Bohai Region, and gives the calculation. Based on the above, a policy simulation is made from the aspects of increasing the proportion of investment, regulating the industrial structure, increasing the investment contribution rate, etc.Fourthly, different shippers have different preferences according to cargo types and transportation modes since each transportation mode has its own inherent technical and economic characteristics, market adaptability and competition advantage. So the paper studies the transportation resource integration among the different transportation modes from the user properties according to the disaggregate theory. The transportation demand function is obtained through calculation, and the estimated coefficients of the attribute all pass the test. On the basis of the above, the aggregate probabilities disaggregate direct elasticity and cross elasticity are also calculated. The results accord with the characteristics of shippers and carriers' choice of transportation mode.Fifthly, this paper establishes a resource integration model by considering general interaction and decision equilibrium between transportation network planner and user according to stackelberg mode. Genetic algorithm is designed to resolve the model to obtain an approximately optimal result through a simulated example, and it proves the practical value and efficiency of the model.Finally, this paper establishes the evaluation index system of resource integration of the transportation system according to its characteristics and concepts. The corresponding evaluation model is built up by using the method of fuzzy comprehensive evaluation, and it is testified with an example. This index system helps analyze the effects and characteristics of resources integration of the transportation system from a comprehensive perspective.
