Co2 Tax Policy In The Structural Adjustment Of Rural Energy

Energy is one of the most important momentums in economical development for very country .China would pay more attention to its energy problem because of its normous population size and huge energy consume. There are about 8000 million people living in rural area, the energy use in rural become more and more important factor only for the whole energy consume but also takes the new role in developing rural economy.There are different stories about energy consume problems in rural and urban area. The energy consume structure is quite unbalance. Rural people take bioenergy as main energy source and always fires firewood directly in order to take household energy. Collecting firewood wastes labor and makes indoor pollution, induce zoology-broken. With the developing of the economy, rural people want to consume clear and convenient energy ,they prefer commercial energy more and more. It is urgent to optimize energy structure of rural area.One of the important countermeasures is developing renewable energy industry in rural area. However, the renewable energy including bioenergy is new industry,it needs government support to foster its market. Although China government takes huge finance as subsidy for renewable energy, the need-gap is still existed. There is the other story in urban area. The immense urban energy household consume not only takes huge pressure for the energy supply system,but also takes lots of environmental problems. The author supposed to consider the energy problems in rural and urban together, and took the new policy view in order to solve both of the social problems together.The aim of this dissertation is to optimize the structure of energy consume in rural China and popularize the commercial energy use in rural area in order to support the development of economical development. The point of the dissertation is suggesting to actualize carbon tax in urban and take the money to subside the bioenergy industry in rural. The author thinks that the policy will harmonize the household energy use in both of rural and urban area.The urban household energy consume will decrease and the rural area energy consume structure will become better.In order to test whether and how the policy works, the author build CREAM(China Rural Energy Analysis Model) to analysis it in logic way .Moreover, the author takes CREAM as the important base to build CGE (Computable General Equilibrium),and use GAMS software to simulate the whole social economy system. We identified the changes with and without the carbon tax policy through comparing the difference of every economical element. In the period of research, we took four kinds of tax rates to explore which tax level is available.The conclusion is that :the recycle carbon tax policy can works very well on optimizing the household energy consume structure ,push the spread of commercial energy use,and release the energy supply in urban. Unfortunately the policy can do nothing for decreasing carbon pollution.
