In today’s world the total energy demand is more and more big, the global climate warming trend intensified, the emissions of greenhouse gases are to blame for this phenomenon. Global CO2 emissions at a record high in 2010, has been to 30.6 billion tons. In order to achieve the cancun conference on climate change set 2 degrees Celsius temperature control goal, the global energy related CO2 emissions in 2020 must not exceed 32 billion tons, it must develop low-carbon, optimize the structure of energy consumption. This article from the era background of energy development strategy to respond to climate change, environmental, with sustainable development theory, curve, based on the theory of ecological footprint theory and decoupling is proposed as the resources of the western underdeveloped province of shaanxi, the excessive consumption of coal and environmental pollution caused by the conflicts with concept of green economy development. Through a large number of data compilation, found that there is no a set of scientific system evaluation index to measure the degree of the optimization of energy structure, the author according to the shaanxi province government "twelfth five-year" plan of ten thousand yuan GDP energy consumption fell 16%, per unit of GDP carbon dioxide emissions by 17%, such as the target, in order to realize the goals of energy consumption structure optimization countermeasures. Secondly, this article through to the shaanxi province of shaanxi energy supply and demand present situation and existing problems of done detailed research, and summarized the foreign experience about constructing reasonable energy consumption structure. Shaanxi energy production situation continues to grow, the total coal, crude oil, natural gas, grow larger, changes of water and electricity is not big, accounting for 75% of coal energy production in shaanxi province, heavy impact energy growth. From the point of three kinds of energy consumption of industry, still give priority to with consumption of fossil energy, fossil energy consumption accounted for 89.57% of the total energy consumption, the energy consumption of coal is still as the main species, however, coal energy conversion rate is low, and high carbon pollution more serious. Summarizes mainly coal energy consumption structure there is a clean energy proportion is too small, serious environmental pollution, traffic and coal market slump. Finally, through the third chapter empirical research about the present situation of energy consumption structure of shaanxi province, in objectively analysis of shaanxi province on the basis of optimization of energy structure, challenges and, and then puts forward the shaanxi energy structure optimization "five principles and three goals", put forward the optimization of energy structure, the key areas: the adjustment of industrial structure, increase investment in technology and science, expanding coal exports and the development of clean energy.
