Low-carbon Economic Development And Countermeasures In Liaoning Province

In recent years, serious air pollution, energy shortages, water scarcity, melting glaciers,the earth can not afford the continued deterioration of the natural environment, launched acounterattack to humans, earthquakes, hail, plagues, volcanic eruptions, landslides constantlyrepeats, low-carbon has become the focus, in order to maintain the coordination ofenvironmental and economic development, low-carbon economy appears in the people’svision.This paper focuses on Liaoning Province low-carbon economic development level, sinceLiaoning Province belongs to the three northeastern provinces and the coastal city has morerapid economic development, Jilin Province, Heilongjiang Province, Fujian Province,Guangdong Province, Shandong Province as the secondary object,through the analysis for thesix Province, showing the shortcomings of Liaoning Province in the low-carbon economicdevelopment and learning from the other five provinces’ experences in the development oflow-carbon economy, making relevant recommendations for the development of low-carboneconomy in Liaoning Province.Based on material survey and learn from the presented articles, propose evaluation indexof low-carbon economic development, through the research and comparative analysis forlow-carbon economic development level of the six provinces, obtained Liaoning Provinceexists inadequate energy structure, energy efficiency is not high, the lack of low-carbontechnologies and unreasonable low carbon lifestyle.By cluster analysis method, for analysis of energy consumption patterns in six provinces,obtained the Liaoning Province’s energy consumption pattern is different from other provincesand slightly similar with Guangdong Province; for analysis of the three major industrialenergy consumption, obtained three major industries of Liaoning Province energyconsumption is similar with Fujian Province and Heilongjiang Province;for the analysis ofenergy consumption in various sectors, obtained in the energy consumption of agriculture,forestry, animal husbandry, fishery, water conservancy industries, Liaoning Province issimilar with Hei Longjiang and Fujian Province, in the energy consumption of industrial,Liaoning Province has its characteristics, in the energy consumption of construction, LiaoningProvince is consist with Fujian Province, in the energy consumption of transportation,warehousing, postal services, Liaoning Province is slightly similar with Fujian Province, inthe energy consumption of the wholesale, retail, accommodation, food and beverage industry,Liaoning Province is consist with Jilin Province and similar with Fujian Province, in theconsumption Liaoning Province is slightly similar with Hei Longjiang Province. By analyzing the results and learning from the low-carbon development experience to promote LiaoningProvince in the energy structure, low-carbon development in all sectors to advance steadily.
