Research On Urban Infrastructure Constructing And Operating Management Of China

Urban infrastructure is the foundation of city development, and it is very important to enhance city competence. With the development of Chinese, economy and improvement of Chinese citizens' standard of living, citizens have higher requirement for infrastructure development. Under these circumstances, building and operating of city infrastructure have to be innovated to satisfy public demand. At the same time, the development of urbanization put forward high demand for city infrastructure building and operating, and the lag of city infrastructure has become obvious obstacle to city development. Building scientific building, operating and managing system has become highly urgent to enhance city development as well as urbanization.Based on relative theories such as public product theory and city operation theory, taking city development history and reality into consideration, this paper put forward the system dynamic model of urban infrastructure, set up normal system which encompasses financing & investing, operating & managing and public regulation. Then, this paper put forward city infrastructure evaluation index system based on implicit demand.Then, based on the analysis of all kinds of financing & investing mode, this paper put forward financing & investing measure which can adapt current demand. After analyzing current operating and managing model, this paper discusses operating and managing under franchising operating, then, this paper has analyzed the need and countermeasure of government controlling under marketing operating. Next, we put forward the evaluating index system for urban infrastructure development level and comprehensive evaluating method based on fuzzy Borda model.At last, we have discussed empirical analysis the listing financing model of Tianjin Capital Environmental Protection LTD. and Tianjin Line 1 underground project as ademonstration.
