Research On The Financing Of Urban Infrastructure Construction In China From The Perspective Of Government Purchase Services

Since the Party's 18 th National Congress,the Party Central Committee with Comrade Xi Jinping as general secretary has proceeded from China's national conditions and,with a broad strategic vision,has been adhering to the comprehensive and in-depth promotion of a new type of urbanization with a human core.As typical public goods,urban infrastructure has the characteristics of cost precipitation,natural monopoly,and public welfare.Urban infrastructure financing has the financing characteristics of “collective investment,difficult to control,high exit costs,and high transfer costs”.Under the background of vigorous economic development,under a series of policy-supporting environments,local governments have actively carried out cooperation with social organizations,and the quality and efficiency of urban infrastructure supply have increased significantly.The government purchase service model,as a public-private partnership,provides public goods.It is not only conducive to the transformation of the government's functions from the governing body to the manager,but also more conducive to satisfying the public's demand for public services,and building a Chinese characteristics new towm.This article starts from China's national conditions,and interprets the policies of the Party Central Committee since the 18 th National Congress of the People's Republic of China.It concludes that urban infrastructure construction is a prerequisite and foundation for urban development and is the only way for urbanization.It is difficult to urbanize without the support of urban infrastructure.There are conclusions of simultaneous development of industrialization,informatization,and agricultural modernization.Then based on the status quo of China's urban infrastructure construction and financing,it has an in-depth analysis of China's infrastructure construction and financing problems,indicating the need for government procurement service model in the construction of urban infrastructure.Then it analyzes the problems existing in the existing purchase service model from the following four aspects: purchase entity,undertaker,purchase process,and laws and regulations.This article analyzes Changchun City's shantytowns reconstruction project,and combines the development experience of advanced countries such as Britain,the United States,Japan,and takes the best of it to go to its worst.It puts forward concrete suggestions for the financing of urban infrastructure construction through the government's purchase of services under the national conditions in China.: First of all,it is necessary to improve laws and regulations and provide institutional guarantees for government purchase services.Second,we must change management concepts and improve government functions.We must also nurture social organizations and enhance our ability to undertake them.Finally,we must improve service mechanisms and standardize the purchasing process.
