Study On Incentive Mechanism Of Forest Ecological Service Investment

As the biggest ecological resources of the land, forest is the key and link to harmonious development of human and nature. Forestry ecological construction is an important part of the national ecological civilization construction. Capital input is the fundamental guarantee and inexhaustible driving force for forest ecological construction, so how to attract social funds becomes a mutual concerned field for both theoretical circle and practice circle under the situation of national financial strain. With the development of the theory and practice of the forest ecological service marketization, forest ecological service became a profitable commodity which could obtain market value return. Meanwhile, it attracts the attention of investors, government and society. It is a research topic with vital realistic significance on how to embrace the opportunity of constructing incentive mechanism of forest ecological service investment to attract social capital flowing into the area of forest ecological construction.This dissertation, by applying the basic principles of macro and micro economics, public economics, property rights economics and management, combines the methods of theoretical analysis with practical analysis, deductive reasoning with inductive summary and macroscopic analysis with microscopic analysis to study the related contents on construction of incentive mechanism of forest ecological service investment. Follows are the main research contents:(1) Current situation of capital input on forest ecological construction, factors which prevent social funds from flowing into forest ecological construction and the solutions. (2) The theory and practice development status of forest ecological service marketization in domestic and abroad. (3) Based on the previous research, this dissertation studies the fundamental theory system of forest ecological service investment including its concept and connotation and the operating principle and basic framework of incentive mechanism of forest ecological service investment. (4) Further studies on the designation of the payment system of forest ecological service——the fundamental-interests-oriented mechanism of investment incentive. (5) How to complete and perfect the related property rights system, which functions as the basic guarantee of investment incentive system. (6) How to create the exterior social, economic and cultural environment to promote investment. (7) The function of government in the process of mechanism construction. Thus this dissertation eventually forms a set of theoretical system on incentive mechanism of forest ecological service investment. The main conclusions of the research include: (1) This thesis gives a definition to forest ecological service investment and points out that it is necessary for the government to take more incentive measures as the deficiency of social funds input in the forest ecological service. (2) The design purpose of incentive mechanism of forest ecological service investment is to make the investors take actions which are consistent with social expected goals of forest ecological construction in view of their maximum self-interests willingly or reluctantly. (3) This research designs payment system of forest ecological service in the market-oriented operation system and sets up a spurring benefit refluxing mechanism. (4) After presenting some improving measures for the fundamental forest property system, this research basically constructs property system of forest ecological service and makes proposals for perfecting forest property system. (5) The thesis puts forward some policy recommendations on construction of exterior financial, banking, cultural and legal environment which are beneficial to attract investment. (6) In the process of constructing incentive mechanism, the government should act as pusher of system transformation, constructor of investment incentive mechanism and direct participant in the course of investment operation.
