In recent years with the continuous entry of foreign capital, China's paper industry has made rapid development. However, at the same time of the paper industry continuous expand production, it also exacerbated environmental pollution, caused greater pressure on the environmental protection .paper industry in the development of environmental issues has caused widespread concern in society. Judging from the current situation, the international competitive edge of China's paper industry is dull, and the contribution rate of the national economy is also relatively low. It appears a serious contrast to its environmental risks. But the paper industry is an important foundation for industrial raw materials of the national economy and closely related to the national economic development. With our country's economic development, China's paper industry still has a big growing space. Under this background, the environmental risks and impact made by paper industry makes the future development controversy.Race to the bottom hypothesis, pollution haven hypothesis, the ecological dumping hypothesis and other theories about environmental protection and industry, made the task of international direct investment, environmental protection and industrial competitiveness and the interaction between those, attracts scholars from the close attention. These problems and tasks have concentrate expression on China's paper industry. Currently, the environmental protection against China's paper industry on the international competitiveness of the system has not been launched yet. There is a need for us to do some deep researches on the reasons and motives of foreign capital to enter China's paper industry, the impact of foreign capital flowing into China's papermaking industry, the environmental impacts of paper industry, and the impact of environmental protection to the international competitiveness of China's paper industry.This thesis based on environmental protection and international competitiveness of industry relations theory as the main theoretical foundation, and used competitiveness theory environmental economics theory and the theory of industrial transfer issues related to research. Seeing from current studies on international competitiveness of the paper industry, there is no clear environmental factors of the role and impact on international competitiveness of the industry, especially for pollution-intensive industries internationally competitive research, which is a larger defect. So, this thesis first makes a clear boundary between the concept and meaning of "the international competitiveness of paper industry based on environment", directly pointed out that the international competitiveness of paper industry based on environment is ecological and environmental protection in line with requirements under the premise of industrial safety and to ensure that cross international green barriers on the basis of the industry's output of goods by opening up markets, and continued to occupy the market's ability to profit". (2)The paper industry of our country really enjoys the environmental comparative advantage while participating in the international competition, it means our paper products have consumed more resources than the other countries, but caused greater destruction to the environment. (3)Our country's environmental protective policy has weakened the environmental comparative advantage of the paper industry, the main reason is that the production cost of the products has been promoted by the rising operating costs for the pollution control of environmental protection requirement, and the constant improvement of production cost has reduced the paper competitive power in the international market of products. But this kind of adverse effect improves the environmental competitive power of paper industry, we should regard the environmental protection as the opportunity to the development of this industry, and foster the competitive advantages for its future. (4)Environmental factor endowment is a mainspring of paper industry's transnational transformation, the foreign environmental policies also drive the transformation of paper industry, this text has verified the trend of the trade flow combined with the paper products. Considering from the strategic angle, these trans-corporations of paper industry are consuming our resources and energy to keep their competitive power and offer the cleaning products for their country, on the other hand, they bring much more pressure on our environmental protection; They utilize the advantage of fund to occupy the raw material supplying on the industry's value chain in the process of paper and forest integration. Thereby, the development tactics and the means of papermaking trans-corporation must be considered from the angles of the industry's safety and national environmental security, and we also need to take some precautions against its negative effect that may bring ahead of time.
