With the fast growth of our national economy,the conflict between economic growth and resources shortage has become escalating noticeable and the resources sufficiency has been decreasing.However,there still exist serious wastes in mining operations,industrial processing and resources recycling.The energy cost per GDP of China is much higher than those of developed countries and the world average.The traditional economics studies the inner laws of economic growth on the acknowledgement of resources scarcity.The paper reviews main concepts of the cyclic economy from the perspectives of growing human capital and scientific community building in order to introduce the conect growth pattem.The significant innovation of the paper is the application of immaterial resources to cyclic economy system.It emphasizes the critical roles of human resource management in building scientific community after analyzing the human resource status of Daqing Oilfield.
