With the fast growth of our national economy,the conflict between economic growth and resources shortage has become escalating noticeable and the resources sufficiency has been decreasing.However,there still exist serious wastes in mining operations,industrial processing and resources recycling.The energy cost per GDP of China is much higher than those of developed countries and the world average.The traditional economics studies the inner laws of economic growth on the acknowledgement of resources scarcity.The paper reviews main concepts of the cyclic economy from the perspectives of growing human capital and scientific community building in order to introduce the conect growth pattem.The significant innovation of the paper is the application of immaterial resources to cyclic economy system.It emphasizes the critical roles of human resource management in building scientific community after analyzing the human resource status of Daqing Oilfield. Training is not only a process of learning knowledge but also the accumulation of human capital.The paper studies and puts forward the theoretical system and frame of cyclic economy,as wdl as sets up the function formula of cyclic economy.Thw paper summarizes and researches the main theory guiding scientific community after analyzing the relationship between cyclic economy and scientific community,drawing the conclusion that training is the optimal way of building and perfecting the scientific community.Induction and deductive methods,integration analytic method has been used in the dissertation.Such technimal methods as statistics,mathematics,psychoanalysis and logic frame constitute other integral parts of the author's enunciation.Based on the examples of Daqing Oilfield,the paper thoroughly discusses human resource cyclic economy.
