Several Issues On Cyclic Economy

With Marxist dialectics as the methodological framework, this article approaches the issue of cyclic economy by investigating its historical evolution, exploring its theoretical development and studying solutions on how to promote cyclic economy.Firstly, this article traces the historical evolution of economic operational modes of human society, with a specific focus on the rise of "cyclic economy" in this process. The author holds that theories and practices of cyclic economy as an economic mode didn't see much progress until the 1960s, when with the dramatic advancement of human ability in transforming the nature, the conflicts between man and nature intensified to such an extent that resource scarcity and environmental problems had become bottlenecks of economic development.Secondly, regarding theoretical exploration, the article follows the Marxist theory on the relationship between man and nature and achieves the following understanding: Aimed at sustainable development, cyclic economy represents a new economic operational mode, which adopts the technological formula of material circulation and recognizes the proprietary significance of environmental factors.Last but not least, this article offers suggestions from six perspectives to cope with existing problems regarding practices of developing cyclic economy. 1. Focus on adjusting the economic relationship involved in developing cyclic economy; 2. Bring into full play the leading role of the state in the development of cyclic economy; 3. Construct a healthy planning system for cyclic economy; 4. Make feasible polices and laws regarding cyclic economy and establish related surveillance and incentive mechanisms; 5. Quicken the pace of developing technologies and building a standard system for cyclic economy; 6 Promote the education and trainings of cyclic economy.
