Research On Knowledge Management System For Managing Science And Technology Projects

Science and technology projects Management is managing the whole process of research ongoing as project, and it is a kind of typical activity of knowledge management. It is significance for solving the problems existing in science and technology projects management, advanceing management level, accelerating innovation through comprehensively introducing the knowledge management theories into science and technology projects management and construsting availability knowledge management system basing on analysis of the characteristic of knowlesge system and knowledge management. Thus, this paper research knowledge management system for managing science and technology projects. The main research work of this paper is listed below:1. The knowledge system in science and technology projects management is systematically analyed. Based on considering the character of knowledge, the knowledge in science technology projects management is discussed, and the knowledge system of knowledge mangmement for managing science technology projects is cleared. Then the elements, structures and functions of the knowledge system are analyzed, and main content of knowledge management and implement approach are discussed.2. The four levels architecture of knowledge management system for managing science technology projects is proposed. Aim at the specialties of the knowledge system and knowledge management in science and technology projects management, and synthetizing the results of knowledge management system structure and information system structure, the four levels architecture of knowledge management system for managing science technology projects is proposed. In this architecture, the data management, information management and knowledge management are integrated. At last, the formalization of the knowlodge management system structre is discussed.3. The science and technology knowledge express approach based on knowledge element is proposed. Aim at the specialties of science and technology knowledge science and technology projects management, the concept of knowledge element is introduced to express the science and technology knowledge cell in science and technology projects management after analyzing the current methods of express science knowledge. And knowledge element net (KENet) is proposed to express the structure of science and technology knowledge system, and the calculating of correlation of knowledge elements is discussed based on KENet. Then as main carriers of knowledge in science and technology projects management, the knowledge element vector space form descritption method is proposed basing on analyzing of their knowledge structure. The method is helpful to analysiz the comparability of knowledge structure.4. The management knowledge organization and model method basing on business process is proposed. Aim at the specialties of management knowledge in science and technology projects management. The idea of knowledge organization method basing on business process is proposed. Then the Multi-Factor Flow Chart (MFFC) is extended to extended Multi-Factor Flow Chart (eMFFC) which can describe the relation of knowledge and business process. Otherwise, the knowledge model basing on business process is proposed in order to knowledge management using computer, which introduces the actor model, activity model, knowledge resource model and control model to describe the actor, activity, knowledge resource and the reletion between them in eMFFC. The research is helpful to solve knowledge management out of joint business process.5. Develop the practical knowledge management system for managing science and technology projects. Applying the above theories and approach into the development of Liaoning province science and technology plan system for LNSTB and Liaoning province science and technology fund projects management system, it is proved the above researchs are realized.
