Knowledge becomes the strategic resources and has the characteristic of dynamic capabilities in the process of creating organization competitive advantage. Knowledge management has been the core research subject to the modern management and organization field. The research that have been done from ways of knowledge management theory and its case study,shows knowedge management based on organizational T-M-E knowledge dimensionalitys model can form the ability of learning and innovation of organization, strengthen organization competitive advantage, enhance core competitiveness and realize the the value of organization knowledge.First, the concept and classification of knowledge are studied. Then, the T-M-E dimension of organization knowledge is been put forward, which organization knowledge divides three demensions:technical knowledge, managerial knowledge and ethical knowledge, from the function perspectives based on Knowledge Interesting theory of Habermas. The constructure of this model is the form of knowledge network. Then the construction and activity process of organization knowledge are analysed based on the T-M-E dimension.T-M-E knowledge dimensions of organization have the four form of organization knowledge which includes people, material, knowledge element, process. These constitute the structure of organization knowledge. Technical knowledge and managerial knowledge and ethical knowledge are all contained in the organization knowledge creation, knowledge acquiring knowledge application which belongs to knowledge activities system.The focus of organization knowledge management need turn to knowledge management from knowledge and knowledge activities based on the study of the connotation of knowledge and management. Firstly, the the T-M-E knowledge dimension model of knowledge management is built based three dimensions of organization knowledge and knowledge activites process. This framework model is used to describe the whole architecture and main composition. Running process of knowledge management is the specific key that makes the fuction of knowledge management. The evaluation of knowledge management capability is the key and effective method to control and improve the running process of knowledge management. Secondly, based on above research, the running process is been analysised from T-M-E knowledge dimensions model. After that, the whole running process of knowledge management is built from the whole connotation of knowledge. The process is oriented by management mass problem and management project. So the fuction of knowledge management is maded. The process of knowledge management is the synergy integration process. The technical knowledge process is the core process of it, managerial knowledge process is the key support process and ethical knowledge process is the necessary process.Finally, the concept of knowledge management capability is defined from the T-M-E knowledge dimensions based on literature of knowledge management capabilbity. The new index system of knowledge management capability from T-M-E dimensions of knowledge is formed after its literature integration and experts'interview. Take the hospital orthopaedic research institute as the sample, the knowledge management capability of it is evalued by the he principal components analyse method. The leader and manager of orthopaedic institute checked the result and thought the index system that is built in this paper is scientific and good to evlue the knowledge management capability of organzation.
