| The fund of the Government Investment Project (GIP), which mainly comes from taxation, must be spent according to the principle of "from the people and for the people" . Whether the success of the GIP will be achieved or not has something to do with the interest of every citizen. Promoting the successful construction of GIP is very important to rapid economic development, people's livelihood improvement and social harmony. The problem of project has been focused in the research field of project management theory for decades. Many scholars have carried on a large amount of research on the successful standards of the project and the key factors that affect the project's success. However, the research on the problem of GIP success in our country still remains very weak, it is necessary for us to explore and advance the research achievements of GIP for the reason of cultural gap and characteristics of GIP itself. Therefore, to study the problem of our government investment project success is also very important theoretically.At first, I carry on the survey to the literature of GIP success in the theory of the project management. Then I introduce the development, the research status quo and the policy requirement of GIP of our government. I find out the key points in appraising GIP as well as the important influential factors in implementing GIP by using Harmonious social theory, Project management theory, Game theory, Risk theory and Public choose theory to analyze the success and its acting factors of our government investment project. Finally, I propose the assumption, model and make the questionnaires for case study on the basis of analyzing theory, surveying foreign project success problem research documents and making far-ranging interviews with different people concerned. Then I do a case study with the questionnaire data of the government officials, project builders, the employees of relevant agencies and the ordinary people in Shiyan city of Hubei Province, Chengdu city of Sichuan Province and Shaoxing city of Zhejiang Province. Based on the conclusion from real examples, I put forward the policy recommendations of promoting the success of GIP of our country. The whole thesis is arranged as follows:Chapter 1: Introduction. I put' forward the background, purpose, content, research approaches, innovation and weak point of the thesis.Chapter 2: Literature survey. According to proper logical system, I review the research achievements of the success of project in project management theory in the latest decades, sum up the research conclusion, contribution and drawbacks by some influential scholars.Chapter 3: The general situation of government investment project in our country. I summarize the achievements, development trend, existing problems and their reasons of GIP in our country.Chapter 4: Theory analysis of GIP success. I explore to analyze the criteria and the key acting factors of GIP success by Harmonious social theory, Project management theory, Game theory, Risk theory and Public choose theory.Chapter 5: The data source of the case study and its quality analysis. I propose the assumption, model and make the questionnaire for case study on the basis of theory analyzing, foreign project success problem research document survey and interviews with different interested people. I send the questionnaires to the government officials, project builders, the employees of relevant agencies and the ordinary people in Shiyan city of Hubei Province, Chengdu city of Sichuan Province and Shaoxing city of Zhejiang Province. I analyze the quality, efficiency and credibility of the returned questionnaires.Chapter 6: The analysis of the success and its key acting factors of GIP in our country based on the measuring model. I reach the scientific conclusions of the criteria and the key factors of GIP success by applying relevance analysis, factor analysis, regression model and structural equation to analyze GIP success in our country.Chapter 7: The conclusions and policy-making enlightenment. I come to the conclusions of the research and then put forward some suggestions to promote GIP success.The data of case is obtained by questionnaires for 2 times. It is the exploratory questionnaire for the first time. There are 170 questions, among which there are 30 questions about the project success standards with 170 questions in acting factors. I send 120 questionnaires in Shaoxing area and then regain 93, with 77.5% of availability rate. I delete the invalid questionnaires whose fillings lack or answers are the same for continuous more than 10 questions, finally there are 80 valid questionnaires left, with 67% of efficiency rat. I carry on explorative analysis to the effective questionnaires and reject the questions that have lower efficiency and credibility. At last, I. make a final questionnaire which includes 85 questions, among which there are 15 questions about the standards and 70 questions about the acting factors, with 7 special forms of scale adopted in the each question. The second time I release 450 questionnaires to the government officials, project builders, the employees of relevant agencies and the ordinary people in 3 areas of Shiyan city of Hubei Province, Chengdu city of Sichuan Province and Shaoxing city of Zhejiang Province, then regain 393 valid questionnaires. I think the data from these questionnaires have high quality and can be used in case study after analyzing the participants, efficiency and credibility of the questionnaires.There are 4 conclusions in this thesis: 1. Although our government has achieved great success in the construction of GIP in our country, which is very important to rapid economic development, people's livelihood improvement and social harmony, at the same time, we must pay attention to the problems arising from it.2. The research of GIP is base on the following theories such as Harmonious social theory, Project management theory, Game theory, Risk theory and Public choose theory, which can be used as tools to understand and solve the problems of GIP. 3. The 15 standards of appraising the success of GIP consist of 3 parts such as the success of project itself, the embodiment of social harmony idea, and the satisfaction of needs of different stake-holders. There are 4 group factors to affect the success of GIP such as the government investor, the executor of the project, the project itself and the environment and 8 sub-group factors such as the government officials, the policy-making system, the management institution, the managers of executing party, the members of group in the project, the equipment and expertise, the management of executing party, the cultural environment. 4. The measures of promoting the successful construction of GIP include reasonable limitation of scale of GIP and control of key factors to affect the success of GIP.The innovative ideas of this thesis mainly are concentrated in following three aspects: 1. I draw some new conclusions in this thesis. Through studying, I propose the scientific evaluation criteria that include the project itself aspect, the harmonious society aspect and the different interested people aspect. I testify the factors of the government officials, the policy-making system, the management institution, the managers of executing party, the members of group in the project, the equipment and expertise, the management of executing party, the cultural environment are the key acting factors to affect the success of GIP. 2. I design the framework in a new way. The theory analysis frame and the standards and acting factors that I put forward in this thesis are innovative as far as the same research from abroad or at home is concerned. First, the scope of GIP research has been extended into our country. On the other hand, when I design the standards and the factors, I take the characteristics of the investment project of our government and the culture of our country into consideration. This research has proved that the scope of studying GIP is not only defined to management institution and financing means but also to the standards and the factors. 3. I apply new research approaches in this thesis. According to research approach, in this thesis there is not only general theory frame but also a case study. There is also an innovative meaning of methods to our country government's investment project research. The research of investment project of our government at present is deductive and empirical rather than positivism. In this thesis I try to apply such new approaches as regression model and structural equation.There is much to be desired in this thesis. I will continue my research in the 3 following aspects: 1. The content of case must be enriched further. Because our country is various in politics, economy, culture, social development, the examples in this thesis are not enough, so the research conclusions need to testified further. 2. The design of the thesis needs to be perfected. The theory analyzing frame and the standards and acting factors that I put forward in this thesis are used for the first time. So there are some shortcomings. 3. The credibility of questionnaires heeds to be improved. The data of the questionnaires, which stem from the project builders, the employees of relevant agencies and the ordinary people, all of whom are benefit-sharing, is not absolutely objective.
