Research On Safety Management Of Civil Aviation Of China

Along with the rapid development of China's economy under the policy of Reform and Opening, the civil aviation industry of China has attained significant achievement. The main indexes of civil aviation of China grow rapidly, status of civil aviation of China is greatly improved in international aviation community, share in overall transportation grows steadily, and contribution to the domestic economy is increasing. However, during the development of civil aviation industry, accidents occurred domestically and internationally have caused great losses to the people's life and property, and have negative effect on the development of aviation industry and the development of national economy & society as a whole. Therefore, it is of great significance not only in its academic value, but also in its practical meaning that to research on the safety management of China civil aviation with systematical and scientific approach, to adopt the theory into the practice of real case analysis and risk management in civil aviation safety management, and to promote the strategy, primary mode and practice procedure of the safety management for China civil aviation in the future.To apply the theories like economic cycle fluctuation and safety economic theory in the research on China civil aviation safety management, during the blank or initial stage, civil aviation safety cycle fluctuation analysis, civil aviation safety economic analysis, civil aviation safety risk management analysis and the safety management environmental analysis of China civil aviation under the SWOT and PEST mode are important subjects in the research of China civil aviation safety management. Meanwhile, they are also the subjects to be analyzed and studied in this dissertation.The dissertation focusing on the research of China civil aviation safety management, consists of three parts as follows:The first part, by reviewing industry characteristics of the industry and the importance of safety management, summarizes related safety philosophical theories, opinions and foreign civil aviation safety management status, to prelude the China civil aviation safety management research. The first part is composed of the first two chapters. Chapter One puts forward the objective, content and research methods applied in the dissertation based on the safety management philosophy. Chapter Two, founded on the analysis of abundant materials on domestic and foreign civil aviation safety management, makes comparison between domestic and foreign civil aviation safety management and reveals to China civil aviation the safety management experience introduced from international civil aviation industry.The second part is the analysis of China civil aviation safety management. This part includes the systematical retrospect and analysis of China civil aviation safety management, besides, the environmental analysis of China civil aviation safety management under SWOT and PEST mode. Chapter Three sets forth firstly the development of China civil aviation and safety status thereof, using statistics obtained from historical accidents, with the adoption of spectrum analysis theory of cycle fluctuation, the Chapter does specific analysis on the features of China civil aviation safety cycle fluctuation. Then, combining with safety economic theory, the dissertation carries out civil aviation safety economic analysis, calculates the macro civil aviation safety benefits in real cases with the assistance of the means of measuring civil aviation safety benefits, puts safety benefits analysis and safety risk management into safety management concepts, and does annual calculation and compares the results, to prove the case with a quantity of measurement and calculation, and to validate the significance of safety to the development of civil aviation industry. Chapter Four applying SWOT and PEST theory and analysis mode, analyzes the in-house resources as well as the advantages and disadvantages of the capability of China civil aviation safety management. In addition, the Chapter analyzes the outside opportunities and threats posed in front of the safety management of China civil aviation. Combining qualitative and quantitative analyzing methods, concentrating on current situation of China civil aviation, this part points out major problems encountered in the safety management of China civil aviation and proposes guidance and strategic objective.The third part puts forward thoughts on the development of safety management of China civil aviation in the future. The purpose of civil aviation safety management research is to resolve the practical problems existing in the reality. Based on the analysis made in the earlier chapters, Chapter Five proposes the overall strategy and primary mode for the future safety management of China civil aviation and specific implementation procedures, sets forth theory supported, practical, and applicable actions and measures, which have significant practical meaning to the development of the industry.
