Since the reform and opening up, China civil aviation develop rapidly, and its safety level is also rising, China has become a veritable large country in civil aviation. United States is one of the most successful civil aviation safety management countries in the world. So compare and analysis the civil aviation safety management in China and American, learn from American is helpful to our country continued to maintain a good level of civil aviation safety.This study selected China and American civil aviation transport flight accident rates per million hours above the level of major, fatality per billion passenger kilometers to represent aviation safety level of this two countries. Then analysis these two types of statistics during1983 to 2010 in the time domain and frequency domain, found that China's initial aviation safety level was lower than the American, both of the two countries safety level are rising, and China is more fast, but the stability degree is lower than America. Trough spectral analysis of time series, this study verify that both China and America civil aviation safety level exist periodic fluctuation, and the main cycle of Chinese civil aviation transport flight accident rates per million hours above the level of major is 3.375 years, American is 2.250 years, both Chinese and American fatality per billion passenger kilometers are 2.250 years.
