Aviation safety information is the significant basis for safety risks control and aviation safety amelioration.Aside from aircraft accidents,confidential reports from employees are considerable information sources to identify potential safety hazards.With the purpose of exploring the confidential report intention influencing factors after civil aviation staff identified the safety problems,increasing confidential report intention of aviation staff,improving the operating effect of active report platform in civil aviation enterprises and institutions and stimulating the conformation of airlines voluntary safety culture,on the basis of the “ organization,personal,information” factors of primary indexes,an influencing factors index system for confidential report of airline front-line staff was set up,including the “system design,safety culture,company policy,individual cognition,self-interested consideration,altruistic consideration,information severity,information occurrence frequency,information value” factors of 9 secondary indexes and 29 indexes.According to index system,the questionnaire was designed and conducted to airlines front-line staff with different jobs,safety managers and executive group,then calculated the weight of each index with the Mean Square Error Decision Method.There are two parts of the questionnaire,which are questions of influencing factors for confidential report and basic information of employee respectively.The total number of questions about influencing factors for confidential report is 29,and the choice are scored with Likert Scale.The main study object of the research is airline employees,including pilots,flight mechanics,flight attendants and other front-line staff,as well as a handful of safety management personnel and some middle and senior managers.The results of weight calculation show that staff’ emotion is the most important factor in confidential report intention,with the leadership’s emphasis on report intention in the second place,and the following factors are staff’ concerns about reputation of their respective departments,concerns about personal job promotion,occurrence frequency of unsafe information,concerns about lack of supports about active report from colleagues,fear of colleagues being punishment as a result of reporting,and concerns about performance appraisal of their respective departments.Based on the above-mentioned conclusion,top 8 influencing factors were chosen to set up strengths assessment model of airline employees confidential report intention.The goal of building model is to calculate the integral strengths of confidential report intention through employee’ acknowledge examination of airline culture.According to assessment model,the questionnaire was designed and conducted to employee of airline A,B and C,then calculated the report intention strengths with weight proportional distribution of each index.The result indicated that report intention of airline A and C is at strong level,and airline B is at medium level.The following suggestions are drawn with the research on influencing factors of stuff’ confidential report intention and integral strengths of confidential report intention: 1.Airlines ought to formulate the specific confidential report policy,notify employee that company executives are capable to protect the reporters and involved personnel,and they are willing to do it.Employee will not be punished for reporting instead of being reward,which is able to increase the report rate of unsafe information.2.Stuff who offered significant and valuable safety information should be given more rewards when airlines formulate the award policy,which will encourage the employee to dig uncommon and further unsafe incidents and improve the quality of safety information.3.Staffs’ report intention reflects the present safety culture construction through an indirect way,the fact is the majority of airlines are yet going through a passive supervision phase relies on commitment of company executives,hence the need for active safety culture construction based on physical truth in airlines.Training active safety consciousness and safety custom of employee are essential to transform from passive supervision phase into self-management phase.
