The Research Of Establishing A New Safety Management System In DALIAN Aircraft Maintenance Factory

Nothing can be more important than safety in all activities of civil aviation. Safety and/or reliability of Civil Air Vehicles which depends Design/Manufacture & Operation/Maintenance, make of the foundation of Aviation Safety. Operation and maintenance of civil aircraft are the main job of civil air operators, and their importance to the civil aviation safety causes long period of many studies on how to keep safety during operating and servicing civil aircraft. An entirely new Safety Management System—SMS—is being encouragingly promoted in present international air transportation field.The safety manage system of Aircraft Maintenance Factory of China Southern Airlines Company(Limited) Dalian Branch could not meet the request of new SMS before the year of 2009. So, since 2009, Aircraft Maintenance Factory of China Southern Airlines Company(Limited) Dalian Branch has established SMS and put it in use step by step in accordance with Supplement 6(Aircraft Operation, Rev.30) of the International Civil Aviation Organization—ICAO and Bulletin 136 of the Civil Aviation Administration of China—CAAC. As the difference between the original system and the new system is, some work need to be done to compare and amend the original system. This will satisfy the needs of SMS's policy.To establish such a new system that is mainly for the purpose of risk management and which is based on the requirement of ICAO and CAAC for the safety management in Dalian Aircraft Maintenance Factory, the writer in this article tries to compare the original system with the new system, finding out their difference and utilizing skills and methods of project management to summarize all the related jobs that have to be carefully analyzed and completed in the Dalian Aircraft Maintenance Factory.The establishment of the new system will synchronize the concept and methods of safety management in Dalian Aircraft Maintenance Factory with that in world. And it will also contribute to the advancement of safety management level and ensure more effectively the safety of civil aviation as well.
