Research, Public Policy Based On Social Equity

For a long time, the issue of social justice has been concerned by economists as well as other socialists. In the 30 years of reform and opening up, China's economic total amount increased rapidly. Today, China becomes the fourth largest economy in the world. But, meanwhile, there many problems accomply with China's rapid economic growth and the issue of social justice is a very prominent one. In the past few years, China's status of social justice has not been improved, even worsted in some aspects. To ensure the harmonious environment for our economic healthy growth in the future, the problem of social injustice should been improved effectively.As the social macro-manager, government has the responsibility to improve the status of social justice. In order to improve social justice as well as develop economy, all country's government should implement rational and effective public policies, whether the perfect market economy countries or traditional planned economy countries. Through the implementation of public policies, the government could provide all residents the equality of public services to achieve justice of starting point and opportunity, and then may gradually reach the justice of results.Based on Marxist economics and modern economics research methods, the article discusses the issue of social justice and how to improve social justice with implementing rational public policies. The research methods have four characteristics. Firstly, the theory and practice are combined. This paper analyzes public policies which influenced social justice not only on theoretical possibility but also on realistic environment of China's economy. Secondly, normative research and positive research are combined. The article studies the issue with normative research method as well as positive research method, to ensure the process of research and conclusion to be scientific, reliable, and valuable. Thirdly, the internal analysis and external analysis are integrated. Proceeding from China's national conditions, the author pay attentions to the experience both of developed and developing countries for obtain useful revelations to improve our public policies. Finally, the theories of different discipline are integrated. Based on political economics, economics, institutional economics, game theory, national economics, development economics and finance, the article absorbs the fruits of philosophy and sociology to enrich the research methods of the thesis.In introduction, the article discusses the issue of why do we study social justice and how to improve it by implementing public policies. Then, the article summarizes the representative views of social justice at home and abroad, and discusses the thoughts of public policy which could improve social justice in China.Chapter I discusses the fundamental theories of public policy and social justice, including the meanings, features and kinds of public policy. In this section, the article emphasizes on studying the institutional foundation, game behavior and rent-seek behavior in the process of formulation and execution of public policy with the methods of institutional research, game research and rent-seek research. This work is an innovation in the paper. Then, the article analyzes the meanings and kinds of justice, and compares tow pairs of expressions which is justiceï¹ equality and justiceï¹ efficiency. The author points out that we should not just think contraction between justice and efficiency, but also from the perspective of coordination to understand the relationship between them. Then, the article analyzes the issue that how to achieve maximization of society efficiency base on ensuring justice.Chapter II studies the fundamental principles of social security from the theory, mechanism of how does social security influence social justice firstly. Then, the article introduces the experiences of social security in some countries such as America, England, India, Latin America, Japan, South Korean, and discusses the inspirations that we can get form them. The reasons of doing so are that we could find the useful knowledge from other countries experience with the view of development and coordination, and the effectiveness of public policy also depends on people's rational expectations to the coordination of it, so we should take the development into consideration when we make policy. Then, the article analyzes the situation of institution of social security in our country, and combined with other countries experiences, the paper proposes the suggestions which could improve our situation of social justice.Chapter III studies the fundamental principles of public education from the theory, mechanism of how does social security influence social justice firstly. Then, the article introduces the experiences of public education in some countries such as America, England, India, Latin America, Japan, South Korean, and discusses the inspirations that we can get form them. Then, the article analyzes the situation of public education resource allocation in our country, points out the aspects which do damage to justice, and combined with other countries experiences, the paper proposes the suggestions which could improve our country's public education system.Chapter IV studies the influence that fiscal transfer brings to social justice. Based on the mechanism of how does fiscal transfer influence social justice, combined with the experiences from America, England, India, Latin America, Japan, South Korean, the article discusses the problems in our fiscal transfer system and proposes the suggestions which could improve social justice.In conclusion, the author makes some summaries and points out some problems which need more studies.
