Comparing to the urban social security system,the building of China's rural social security system is lagging behind because of the lack of public financial responsibility,which becomes the weakest link of China's social security system.Absence of finance subject has seriously hindered the development of agricultural economy and rural social progress,which becomes the obstacles in the process of China's modernization and rural market-oriented reform.Reviewing the process of rural social security system,There are many reasons explaining the lag of the rural social security system, such as historical reasons, economic reasons, the management system is incomplete, the legal system is not perfect.Through the superficial,We find that the social security system in essence is about financing,payment of funds and fund management in a series of institutionalized rules.The core issue of social security system is funding.Because of governmental intervention,social security system has been established in towns. Judging from past experience,the social security system have been established because of government financial support in the Western countries.I believe that the absence of long-term fiscal responsibility is the most important reason which hinders the development of rural social security system.The Extent of government intervention determine the process of rural social security system.There is no strong government financial support, the rural social security system can only be a passive construction. Studying the relationship between government's financial responsibility and rural social security,learning from other governments fiscal policy-making experience,which is good to political stability and national long-term stability.It is based on the above background,this paper discusses several fronts.The article is divided into a total of five parts.This paper first describes the overall operation of social security in rural areas,analyzing the government's investment in rural social security status, and focuses on the problems of Government's financial investment.The article come to the conclusion that lack of essential financial investment restricts the development of China's rural social security system,which is the core issue and innovations of this paper.Secondly,the article focus on the necessity of governmental financial investment in rural social security,and explores the reasons of absence of government fiscal responsibility.Once again,by drawing on a typical representative of Germany,Japan and Brazil,the paper focuses on analysis of those countries'government finance in the rural social security,and gains some insights.Fourthly,the paper analyse the possible factors impacting government spending,and estimates the government's financial input.Finally,the paper try to put forward several suggestions on how to strengthen the Government's financial responsibility for rural social security.This paper is divided into six chapters.The first chapter the Introduction. This chapter describes the research background and the importance of the paper.The paper reviews the central issues related to academics on the views, indicating the research methods used,and pointing out the possible innovation points and shortcomings.ChapterⅡFinancial support to China's rural social security and the existing problems.This chapter briefly combed the rural social security system in each specific project.The paper will focus on analyzing the Government's financial investment in rural social security status, pointing out that there are many probems on financial support for the rural social security.ChapterⅢThe analysis of need to increase government financial support in rural social security system.The paper is mainly from national policy,building a harmonious society,farmers income,revenue growth,and international experience,exploring the reasons for the lack of fiscal responsibility in the past. These reasons include treatment of the rural social security,the doubt attitude of the financial affordability and the concerns about the implicit pension debt and the fund gap in the town.ChapterⅣThe financial support from the international experience of rural social security and its insights.This chapter take Germany and Japan in developed countries and Brazil in developing countries for example focusing on analysis of these countries efforts on the rural social security system especially in the aspect of financial responsibility.The paper also has gained several insights:the government should attach importance to. the rural social security;subsidy standards should be determined according to national circumstances, the amount of subsidy should also have adjustment mechanism indexedly to protect against inflation risk;pay attention to the sustainability of financial inputs.ChapterⅤEstimate of government's financial investment in rural social security.This chapter analyzes the important factors impacting the government financial input.These factors include the capacity of government finance,choice of the fund-raising mode,the government's financial limits,the Social Security Fund's budget form, the improvement of the legal system or not.Each one factor restricts the fiscal expenditure on social security in rural areas.The Paper go on to analyze the the degree of responsibility in the rural system.We find that the government can afford, which fully shows that the government should invest more in the rural social security.Chapter VI suggestions about the government in rural social security seystem.From the previous section in this paper,it gives the corresponding policy recommendations.This paper presents the policy recommendations include:strengthen the government's responsibility to rural social security;establish rural social security budget;define clearly the financial responsibility between the central and local governments in the rural social security;establish and improve expenditure monitoring and warning mechanisms in rural social security.It is necessary to strengthen administrative supervision,legislative oversight,judicial supervision,social supervision. Respect to the design of warning mechanism,the paper gives a preliminary basic ideas:calculate the total expenditure on social security in rural areas accounted for the proportion of fiscal expenditure;estimate gaps in the rural pension expenditure ratio;calculate the new rural cooperative medical spending accounts;forecast the aging of the rural population situation;forecast the poor percentage of the proportion in rural areas.The financial investment to rural social security is the key to build rural social security system.However,a separate study on the government's financial responsibility for rural social security is not more.This paper specifically focus on the government's financial responsibility for rural social security,learning from successful experiences abroad,and put forward suggesions.The innovation of this paper is:firstly,the paper make a comprehensive and systematic analysis of the financial support for rural social security from the old-age insurance,the new rural cooperative,rural minimal needs,and several other aspects and noted that the absence of financial responsibility is the root causes.Secondly,estimate the size of expenditure of rural pension insurance,health care, minimal needs,which can.help make policies.Thirdly,define the responsibility between the central and local government and to establish rural social security expenditure monitoring and warning mechanism.In this paper,we advise administrative supervision,judicial supervision,social supervision,and establish rapid information collection and transmission mechanism to forecast aging population,the scale of unemployment,social security spending,the long-term trend prediction of responses to build rural social security warning mechanism.
