In recent years, occurred frequently a lot of large-scale public emergency, such as the crises of SARS,the tsunami of Indian Ocean,the great earthquake of South Asia and Carterina Hurricane and so on, which not only resulted in gigantic loses, but also gave a sad memory to the people in the spot where calamity happened. Due to the high-speed development of modern society, the social problems about population,resource, environment and public sanitation burst out frequently and seem to be more dangerous and its influencing circle are much wider than before. According to the data analysis made by the international organization of natural disaster, the disasters the world suffered in 1990's are five times more than that in 1960's. In the case of China, it is in a crucial period when a series of public emergency occurs hourly because of social and economic high-speed development and such a situation would be exasperating since the process of urbanization is hurrying up. Meanwhile, in virtue of the specific geological conformation and the environment of natural geography, China is one of the countries attacked easily by natural calamities. The statistical data indicated that 31 fateful natural calamities erupted in 2005, so China could be regarded as the country where fatal natural calamities are fully maximized. In the process of that the emergency were coped with, the emergency logistic have to established in order to supply abundant lash-up materials to resolve or deal with satisfying the essential demand of the residents, burying the death, rescuing the sound, sanitary engineering, the reestablishment after the bale, resuming production and getting back the order, etc; or else, the area of calamities and loss of live and assets would be expanded continuously. So that the emergency logistic is established when the emergency broke out could render the bailout materials be delivered to the spots where need them, which would have an effect upon the outcomes of the whole succor. In this paper, one of the pivotal propositions in the sphere of the design of logistic system and emergency logistic was tackled that how to conceive and solve a model of relief commodity transportation and vehicle scheduling when large-scale public emergency break out. Through analyzing the purpose, difference and restrictive conditions of emergency logistic, a system of emergency logistic was created to cope with the special surroundings of emergency. Based upon the summarization of restrictive conditions of relief commodity transportation conduced by emergency, a model of relief commodity transportation, vehicle scheduling and reliable path finding was contrived and figured out. The main topics in this paper are as following:(1)From the properties of emergency and the mechanism of emergency management, the attributes and the aims of task of emergency logistic was summarized and the differences between emergency logistic and common commercial logistic about targets, driving power, commodity supplier, designation of logistic wet and external surroundings were compared and analyzed in detail. According to the state partition of emergency management and the evolving process of the difference between emergency logistic and common commercial logistic, the circulation of emergency logistic was summed up four steps, i. e. daily management, start-up phase, calm function and dealing with problems arising from an emergency and the transitional conditions between different phases are also described. After the moment of calm function, the main differences between emergency logistic and commercial logistic were eliminated, so the performer of logistic system can be transitioned to the third cooperation. And then based upon the model of network fluid, a model of mix integral programming about relief commodity transportation and vehicle scheduling was fabricated. Whereas a function of probability distributing about path traveling time can not be obtained by the method of sampling tests when the emergency breaks out, a model of reliable path finding not depending upon the probability distributing of path traveling time was brought out.
